摘要:

由于生态环境的严重恶化,以及环境问题的特殊性质,决定了政府在经济发展中的生态责任。因此,政府应加强地方环境立法,建立有效的执法监督机制,完善生态环境补偿机制,以维护和保障民众及其子孙后代的根本利益。
