Continuing education is an important component of the life-long learning system. It is responsible for the improvement of the comprehensive quality of human resources, therefore, playing an important role in the national strategy of pushing the urban-rural education development and building a well-off society in an all-round way. This paper aims to research the school running system of the continuing education under the background of the urban-rural balanced development, then put forward the countermeasure on how to promote its school running system.
