Report to the Eighteenth National Congress of Chinese Communist Party puts the promotion of ecological progress and the rule of law in the same important position. The rule of law is the mature form system and its normalization, democracy, stability, anticipation and authority make it play a prominent role in promoting the ecological progress. The legal construction of ecological progress in China has made great achievement. However, there still exist a lot of problems. We must be guided by law in both thinking and action in the effort to promote ecological progress. We should make laws in a scientific way, enforce them strictly, administer justice impartially, and ensure that everyone abides by the law. We must make sure the joint improvements of the law-based governance of the country, law-based administration and law-based action. We must make sure the integrated construction of legal country, legal government and legal society and try to promote ecological progress to further development.
