Abstract:There still exists a great gap between the increase of patent applications and the innovation performance in China as reflected in the reports of USITC and Europe Chamber for Chinese indigenous innovation policies. China’s patent promotion policies should be redirected from focusing on “quantity” to surrounding the core of “quality”. Presently and in the past,China’s patent promotion policies have some problems: dulling the stages,over-advancement or far- behind; negligence of marketing-system rules with improper “planning” thinking of ways; lower level of opening-up with excessive slant for protection etc.. These are barriers we have to step over to establish an operating-well innovation system.
