State-level development zones have an important position in promoting regional economic growth, formatting entrepreneur human capital and innovating system. Development zone also has a strategic role in China; it is an effective way for Chinese enterprises to participate in international market competition. The inputs of the production function is discussed. The production process of the development zone is quantitatively analyzed，processes including the making decisions procession of the entrepreneur about configuration resources to enterprises in order to promote enterprise developing more products and services，and continuously improving the quality of products and services. The production function of the development zone is constructed by reflecting the random factors in the decision of entrepreneurs.
