Analyzing and appraising the operational performance of urban infrastructures is quite necessary and essential for supporting proper making-decision, improving project management, etc． Following the requirement of scientific, comprehensiveness, distinctiveness and feasibility, the paper developed an indicator system to depict the effectiveness, financial performance, reliability and environmental impact on the urban infrastructures． A case study of urban transportation infrastructure facilities (gas stations) was given at last．
