Construction and perfection of national standard system of higher education quality can effectively promote and safeguard the quality of higher education, and standard system is efficient path of higher education quality management from theory to application. This paper analyzes the basic connotation and main characteristics about of higher education quality standard system, and discusses set modes and management tools on the quality standard system of higher education, and comprehensive evaluation on the quality standard system of higher education. Scientific construction of the higher education quality criterion system and its effective implementation mechanisms has laid solid theoretical foundations.
