Through the analysis of the connotation of network rumor and political communication, the article points out that public participation and information communication are the concepts and mechanisms of political communication, and explains the significance of these two party to network rumors management, thus reveals the logical relationship between political communication and network rumor management. Besides, combined with the perspective of information communication and public participation in political communication theory, and the specific case analysis, it reviews the status of local government to "fight against Internet rumors", also points out the existing problems and the future of the Internet rumors governance is the fundamental way out.
