After analyzing the development law of tertiary industry’s interior construction evolvement and comparison analysis of Xi’an, Chengdu and Chongqing, the differences of tertiary industry between these metropolises are prominent and the differences of tertiary industry of each one are more worthwhile to be researched. In virtue of the statistical data from 1998-2007, this paper analyzes the factors which influence the Chongqing’ 40 districts tertiary industry development. According to the factor analysis, the comprehensive economic level and the rural customer market are the main factors that influence the development of tertiary industry and the spatial layout features one-hour economic circle high, southeast wing and northeast wing low. Through cluster analysis and comprehensive evaluation, this paper puts forward some political suggestions on balancing of the tertiary industry development in Chongqing’s 40 districts.
