人才资源是最重要的发展资源，而西部发的最大瓶颈是人才的匮乏和对现有人才资源利用的严重不足，人才资源的开发和有效利用是西部大开发战略顺利实施并取得预期效果的根本与关键。发经济学研究成果表明，人力资源开发投资比物资资源开发投资具有更现实、更深远的意义。西部人才资源的现状严重制约了西部大开发的进程，如何有效利用和开发西部人才资源成为亟待解决的课题。
