1998年颁布了新的《普通高等学校本科专业目录》，设立了新的土木工程专业。土木工程专业涵盖了建筑工程、道路工程、桥梁工程、地下工程等领域，其施工课程内容较以前有了拓展。基于此，章对土木工程施工教材的内容及表达形式的改革进行了探讨，以便在新的教学大纲下更有效地组织教学。
