高等教育质量本身是一个具有很大争议的概念，文章对教育这一特殊的社会活动和高等教育产品及其属性进行了探讨，提出高等教育生产特殊的教育产品，其本质就是满足和激发人的新需求，形成“新产品”——新人或人才。教育新产品的开发就是培养人才，教育质量就是这种特殊产品的质量。文章对因为教育需求的不同导致教育新产品质量的多样性和矛盾性、质量建设的策略等方面进行了探讨分析。

The quality of higher education is a controversial concept. In this paper, education and higher educational products and their attributes are discussed.
