The construction of thesis supervisor team is a key factor for thesis quality assurance in network education. At first, the authors illustrate the responsibility, task and importance of paper supervisor according to the writing process. The main problems of paper supervisor, which affect paper quality, includes the lack of conscientiousness, lower academic level, and discordance of fulltime and parttime job. Finally, in order to enhance construction of supervisor team, the researchers put forward some countermeasures, such as enhancing professional ethics instruction, strengthening process management, setting up and perfecting evaluation system, reinforcing qualification control.
