开展基层党建创新立项是高校推进基层党建工作创新的一大创举，它有利于增强党员队伍的生机活力，有利于发挥党员的先锋模范作用，有利于推动学校科学和谐发展。文章从基层党建创新立项的内涵出发，从基本原则、管理体制、制度设计、立项程序等四个方面设计了高校基层党建创新立项的基本框架，并提出了推进基层党建创新立项的“四个注重”。
