“重课堂理论教学、轻课外实践教学”是目前高校形势与政策课教育存在的一个共性问题，不利于充分发挥形势与政策课教育教学的整体功能。课题组在深入调研、查找问题和分析原因的基础上，从思想认识、领导体制、基地建设、内容衔接、形式手段和配套保障等方面提出进一步加强和改进高校形势与政策课实践教学的对策建议。
