结合教育部对卓越工程师培养计划的要求，对土木工程专业卓越工程师培养计划进行了探讨，分析了当前土木工程高等教育存在的问题，提出了按照卓越计划进行土木工程专业培养规格和培养模式的改革内容及实施措施，并探讨了适应于卓越工程师培养计划要求的师资队伍建设问题。
