摘 要：制度建设与实践创新作为高校教育教学和人才培养质量的重要保障，是尊重高等教育规律，培养学生创新精神和实践能力的需要，也是办人民满意教育、建设创新型国家、构建和谐社会的需要，现已成为高校教学改革的重要研究领域。高校教学制度创新的供给侧亟需更新,以适应诸多需求带来的巨大的挑战.分析教学中存在的制度问题，探讨教学运行、教学管理、教学服务的理念基础、价值精神和创新原则，有利于健全立德树人落实机制，扭转不科学的教学保障与评价导向，建构以培养德智体美劳全面发展的人才培养体系。
