广东高等教育要如何利用“一带一路”倡议机遇期来突破自身发展的瓶颈，实现走出国门走向国际，是当下发展的重中之重。本文基于SWOT分析，在指出“一带一路”倡议背景下广东高等教育国际化发展的内部优势、劣势和外部面临的机遇、挑战的基础上，提出以下几点：第一，加强顶层设计，明确高等教育国际化发展目标；第二，增加政府奖学金，优化“一带一路”奖学金分配规则；第三，提升高校实力，开展高质量中外教育合作；第四，结合高校特色，制定差异化人才吸引策略；第五，借力粤港澳大湾区，构筑国际化高等教育中心；第六，共建职业教育联盟，打造“一带一路”特色品牌。
