    摘要:

    “双一流”建设是新时代党和国家的重大战略部署,是促进我国高等教育事业发展、深化高等教育体制改革的有效途径。坚持以“四为”和去“五唯”为指导思想,根据我国研究生教育改革的总方针,在分析“双一流”背景下高校博士研究生培养和学位授予现状的基础上,针对传统培养和评价方式的不足,明确了重视过程监督,注重评价方式多元化的改革思路。对建立、完善“双一流”背景下高校博士研究生创新成果评价体系改革,提出了建设一流的博士生指导教师队伍、健全导师岗位管理制度,确立完善的博士学位论文全过程质量监督保障机制,根据不同高校、不同学科特点制定相应的创新成果评价方案等系列措施,相关措施可为各高校博士研究生培养和学位授予改革提供借鉴。

    Abstract:

    "Double first-class" construction is a major strategic deployment of our party and country in the new historical conditions which is an effective approach to promote the development of higher education and deepen the reform of higher education system in China. We should adhere to the guiding ideology of "four actions" and elimination of "five only". According to the general policy of postgraduate education reform in China, this paper analyzes the current situation of doctoral cultivation and degree granting in universities which under the background of “double first-class” construction. In view of the shortcomings of the traditional education and evaluation methods, this paper clarifies the reform ideas of paying attention to the process supervision and paying attention to the diversification of evaluation methods to establish and improve the evaluation system reform of doctoral students' innovation achievements under the background of "double first-class". In order to establish and improve the reform of doctoral candidates innovation achievement evaluation system, the universities should promote the reform in terms of Building a first class doctoral teaching staff, improving the management system, supervision mechanism of doctoral thesis quality and formulating the corresponding innovation achievement evaluation scheme according to the characteristics of different universities and disciplines. The relevant reform measures proposed in this paper and the research outcomes can provide references for the cultivation and degree granting of doctoral candidates in universities.
