本科教育是提高高等教育质量的最重要基础，建设一流本科教育既是国际高等教育发展的共同趋势，又是实现我国从高等教育大国向高等教育强国历史性跨越的核心关键与必然要求。一流本科教育的品质表征是政治性品质、时代性品质和价值性品质三位一体的集合，能否胜任培养堪当民族复兴大任的高素质社会主义建设者和接班人的根本任务、践行培养卓越拔尖时代新人作为核心使命、实现大学生全面终身发展的终极目标既是一流本科教育政治性品质、时代性品质和价值性品质的依次体现，同时也是判定中国本科教育是否真正“一流”的根本标准。推进中国一流本科教育建设必须坚持党的全面领导，既发挥政府主导作用，又赋予高校建设的自主性，各利益相关者协同构建高水平人才培养体系：一是要落实“三个合格”“八个首先”要求，变革教育思想观念，确立本科教育的中心地位；二是要坚持“学生中心、成果导向、持续改进”理念遵循，全面推动大学课堂革命与一流课程、一流专业建设，着力构建本科教学质量保障体系，形成高水平人才培养体系；三是要坚持党的集中统一领导，充分发挥中国特色社会主义制度优势。
