教师党支部建设促进高校基层治理,既是落实“加强党的全面领导”的集中体现,又是树立“一切工作到支部”鲜明导向的基本路径,也是发挥“领导基层治理”战斗堡垒作用的必然要求。以“三级联通”为目标完善高校基层治理工作机制,以“三重培训”为基础提升高校基层治理工作能力,以“三项工作”为重点提升高校基层治理工作水平,是解决当前党在高校基层治理结构“空心化”、教师党支部党务和业务工作“两张皮”的重要探索。
