Under the background of "Double Tops" construction, China continues to increase its investment in international joint education of postgraduates, which is not only an important task of "Double Tops" construction, but also an important support to achieve the goals of "Double Tops" construction. In particular, under the background of the transformation of infrastructure construction from high-speed to high-quality development in China, the international joint education program of civil engineering postgraduates is of great significance. However, due to the late start of international joint education of postgraduates in China, there are various problems in the implementation of the joint education projects. In order to maximize the impact of international joint education projects of postgraduates and steadily improve the education level of civil engineering graduate students, it carried out relevant research from the aspects of international education program, research project coherence, project planning principle and evaluation method in the paper. Firstly, based on the domestic and international experience of international joint education of postgraduates, it summarized concrete measures suitable for our country. Secondly, it uncovered the reasons for the lack of consistency in the research topics of civil engineering postgraduates and proposed an innovative management mechanism for international joint education of postgraduates. Thirdly, it revealed the main factors and obstacles in the implementation process of international joint education projects of civil engineering postgraduates, and put forward general principles of project planning. Finally, it explored comprehensive evaluation methods for the international joint education projects and put forward a scientific post-evaluation method. In conclusion, the paper has positive significance for ensuring the quality of international joint education of civil engineering postgraduates and optimizing the impact of international joint education.

In particular, under the background of the transformation of infrastructure construction from high-speed to high-quality development in China, the international joint education programs of civil engineering postgraduates bears a difficult task and is of great significance. In order to effectively realize the tasks and objectives of the international joint education of civil engineering postgraduates, the joint education should not only focus on the form and exist on the surface neither. It is necessary to make comprehensive efforts to further improve the system and mechanism of the international joint education program and steadily improve the education level of postgraduates from the aspects of education program, topic coherence, evaluation method, topic planning and management, and so on. In the paper, it focuses on the existing problems of the international joint education of civil engineering postgraduates under the background of "Double Tops". Through analyzing the existing postgraduate education programs and the personal feelings of more than 30 postgraduates with international joint education experience at the College of Civil Engineering in Hunan University, the above four aspects were studied, based on which the suggestions to ensure the quality of international joint education of civil engineering postgraduates and optimize the evaluation of international joint education outcomes were put forward.
