新工科背景下,行业转型升级、新业态发展和国际竞争激烈。为解决现行毕业生能力培养与劳动力市场的需求变化不匹配的问题,本研究根据行业市场需求得出工程造价专业人才三级能力标准：计量与计价能力为基本能力,招投标与合同管理能力为核心能力,项目投资与可行性研究能力为发展能力。围绕工程造价专业人才三级能力标准,天津理工大学基于OBE教育理念,依托学校-社会、专业-行业、教师-学生3条关系链,形成了工程造价专业人才能力标准构建的“理念层-概念层-执行层-评估层”的实现路径。

Under the background of new engineering, the industry transformation and upgrading, the development of new formats and international competition are fierce. Ability training in order to solve the current graduates and labor market demand does not match the problem, this study concludes that the project cost according to the requirements of industry market professionals three-level ability standard: measurement and pricing ability as the basic ability, bidding and contract management as the core ability, project feasibility study and investment for the development of ability. Centering on the three-level competency standard for engineering cost professionals, Tianjin University of Technology, based on Outcomes-Based Education and relying on three relationship chains of school-society, professional-industry and teacher-student, has formed the realization path of "ideological level-concept-execution-evaluation level-construction of engineering cost professional competency standard".
