加强支部建设是新时代党的建设伟大工程的重要内容，如何发挥党支部的作用提升组织效率成为支部建设的关键问题。在党中央对科技强国提出越来越高要求的背景下，高校党支部建设显得尤为重要。通过探讨党员党性修养的影响因素，分析党性和人性的关系，生产关系对集体文化的塑造，传统文化中“因果报应、善有善报”等观念和正向反馈激励机制对人行为的影响，以及高等学校教师群体的人际特点和工作特征，构建以利益引导和正向激励为手段、塑造“良性反馈循环”微环境的正向激励机制，以提高党员党性修养为目标，解决组织效率提升等问题，提出加强支部建设和实现高校微观治理不断优化的可行方式。
