Abstract:The implementation of the pre-tenure and tenure-track system in higher education institutions aims to select and retain outstanding talents through rigorous screening and incentive mechanisms, thereby fostering academic prosperity and development. It plays a pivotal role in advancing discipline growth, serving society, and enhancing the construction of university teaching staff. This paper summarizes the current status and characteristics of the pre-tenure and tenure-track system in municipal universities in Beijing, discusses the issues and challenges encountered in the system design and implementation processes, and proposes reform pathways for the system. It is hoped that this research can serve as a reference for other local universities.
