The 20th National Congress of the Communist Party of China and the Third Plenary Session of the 20th Central Committee proposed the strategy of promoting the integrated reform of the education, science and technology talent system and mechanism, and the construction and development of the new era have put forward higher requirements for the quality of training top-notch innovative talents for engineering graduate students, bringing new missions, opportunities, and challenges to graduate education. In order to further accelerate the implementation of innovation-driven development strategy, the report of the 20th Party Congress clearly put forward the goal of talent cultivation, which is to "strengthen basic research, emphasize originality, and enhance the ability of independent innovation". Taking civil engineering discipline as an example, in view of the existing talent cultivation mode of engineering in China, there are many problems such as "poor articulation in the cultivation process, weak independent New Era; Top-notch innovative talents；Community of Cultivation; Graduate Education innovation ability, and low quality of talent cultivation", and we have formed the cultivation concept of realizing the ultimate goal of top-notch innovative talents; based on the qualities and connotations of top-notch innovative talents of engineering, we have developed the concept of "managers, executors, and implementers" from the concept of "managers, executors, and implementers".
