    面向土木工程行业高质量发展对人才供给与科技创新的双重需求,构建高校党组织与产业链党组织对接机制成为推动教育、科技、人才融合发展的关键抓手。通过系统分析土木行业校企合作中的“精准对接不显著、互动成效不稳定、运行协同不顺畅、保障机制不健全”等典型瓶颈,提出并构建“强链-补链-延链-固链”四维协同机制。该机制依托东南大学土木工程学院党委与地方企业、科研机构等多主体党建联动实践,分别在供需匹配、产学互动、教育协同和政策支撑四方面实施路径创新:通过搭建联合研发平台、共建科研成果发布会与技术联盟,推动科技成果转化;通过高校访企拓岗、共建研究生培养基地,实现产教融合;通过设立卓越人才专项与国际化人才班型,强化高端人才供给;通过PEST全维保障框架,完善政策激励与技术支持机制。构建了具有代表性的高校党组织与产业链党组织协同运行模式,形成可复制、可推广的实践路径与组织机制。

    Abstract:

    To meet the dual demands of talent supply and technological innovation in the high-quality development of the civil engineering sector, a party organization collaboration mechanism between Civil Engineering-focused Universities and Industry Chains serves as a key driver for integrating education, science, and talent development. This study analyzes typical bottlenecks in university-enterprise cooperation, including insufficient precision in alignment, weak continuity in interaction, uncoordinated operational mechanisms, and incomplete systemic support. In response, a four-dimensional mechanism of strengthening-supplementing-extending-consolidating is developed. The mechanism includes innovations in supply-demand matching, university-industry interaction, education coordination, and policy support. By establishing joint research and development platforms, co-hosting research achievement exhibitions, and forming technology alliances, the mechanism promotes the transformation of scientific achievements. Through university visits to enterprises and co-establishment of graduate training bases, it advances industry-education integration. Special talent training programs and international talent classes are launched to strengthen high-level talent supply. A comprehensive political, economic, social, and technological (PEST)-based support framework is constructed to improve policy incentives and technical support systems. A representative party organization collaboration mechanism is established between Civil Engineering-focused Universities and Industry Chains, forming a replicable and scalable path for practice.
