Aiming at the game theory of the city development and the urban character, the paper proposed that the former should be the base of the latter, while the latter should be advantageous to the former. So the latter should pay more attention to the demand of the former. On the bases of these, in order to the sustainable development of urban character the paper studied the principle, strategies and process linking to the development of city, and built the interacted coordination of city development and urban character .
