This paper analyzes the position and action of application academy of undergraduate course in the universities, and describes the necessity of characteristic construction of civil engineering specialty in application academy of undergraduate course by studying the present situation of civil engineering and safety engineering in China．Referring the professional features of civil engineering in our institution, we advance the idea of characteristic specialty construction as below：based on civil engineering, conceptualize on safety engineering, attain the object of “ training the safety-technology talents in civil engineering field ”．Furthermore, we list some specific measures for the specialty construction．
