Internet culture as a new type of cultural patterns, generally going into the world of college students, is increasingly changing the young students’ way of thinking, behavior and values, and has important impact on their study,life and work .In this paper, the authors think the Communist Youth League organizations as the breakthrough point, under the guidance of the concept of scientific development, from the perspective of the construction of the campus network culture, they explore the meaning of campus network culture, and analyze the function of the Communist Youth League in the construction of campus network culture, and put forward practical solutions to strengthen the construction of campus culture network for the Communist Youth League in the new situation.
