The research purpose of this paper is on talent training for ocean-related or applied ordinary undergraduate. The innovation is put forward around practice base construction and management in the paper, such as the change of practice teaching centre, opportunity for regional economy and construction of information management and so on. The election of outside class practice base is taken the form of regular and dynamic pattern, and the correspondent one is set up according to the enrollment size and student needs, and the latter is much superior to the former. The routine outside class practice base often coexists with marine characteristics. The construction of practice training base in college should be emphasized the training of creativity and engineering maneuverability backed up with making full use of laboratory equipment. The construction and maintenance of practice training base should be adopted by information means with evaluation system.
