In the light of the risk governance and full risk management, as well as the realistic practices, the text puts forward the dynamic coordinate risk management model, explains the principles, such as participation and information connection. This paper also proposes that it should be paid more attention to strengthening the risk management consciousness, constructing the scientific mechanism and network to prompt the western hydropower resettlement risk management, and realize the harmony resettlement and hydropower development.
