With the progressive pace of socialist marketing economy in China, the Mineral Resources Law with the character of planned economy has not adapted to the contemporary development of social economy. The planning and regulating model centering the administrative governance has been imposing deep restrictions on the implementation and the sustainable development of the mineral resources strategy. During the revising process of the Mineral Resources Law, the transformation from administrative governance-oriented government to public service-oriented government is the key point for the purpose of adaption to the contemporary development of social economy. The role of the government in the mineral resources governance should be transformed from administrative governance to public service, which is the fundamental value orientation in the revising process of the Mineral Resources Law.
