      Abstract:With the increasing shortage of water resources, transboundary water disputes will be more and more, international tribunals will be more involved. Analyzing the role of the International Court of Justice in settling the Case Concerning the Gab Nagymaros Project between Slovakia and Hungary, one may find that the tribunals sometimes can not correctly understand and distinguish the relationship between the pursuit of the ideals of justice in the science of law and the law’s seeking elimination of the concrete disputes. Therefore, in addressing a transboundary water dispute, the watercourse State should make careful and wise choices when making a decision of whether choosing an international tribunal as a method of dispute resolution, as well as how to choose the applicable law employed in settling the dispute.

      Abstract:Cross-border water resources management which involves in regional and global economic and social development as well as world security has been an importance challenge in theory and practice at home and abroad. Academic discourses on cross-border water resources management are some of theoretical and practical significance, but there are problems as defined the core of management and so on. Based on the implementation of cross-border water resources management empirical analysis ,discussing the current issues of cross-border water resources management in the definition of the core problem and issues related to institutional arrangements ,the paper proposes that cross-border water resources management should establish systems and principles focusing on protection and preservation of “water quality“ and assessment and equitable distribution of “water quantity” as well as “ecological conservation” of drainage basin.

    • Legal Construction of Trans-boundary EIAMechanisms in Mekong River Basin:A Procedural Perspective

      Abstract:Lancang-Mekong River is a socially, economically and environmentally important trans-boundary river for China and other five countries in the SouthEast Asia. Based on the realities of the river basin, the paper proposes to construct transboundary environmental impact assessment (TEIA) mechanisms under the international legal framework of sustainable development and suggests that such cooperative mechanisms as ASEAN-China Dialogue Relations, ASEAN-China Free Trade Areas and Mekong River Commission between China and ASEAN countries lay the cooperative foundations for developing TEIA in the river basin. Currently, the feasible aim of TEIA in the river basin is to make the riparian countries accept the ideas of TEIA, develop TEIA mechanisms in a procedural sense and promote a cooperative atmosphere in good faith. In particular, the paper finally discusses the two key issues of developing procedural TEIA in the river basin, i.e., accessibility to relevant environmental information and promotion of public participation in decision-makings.

    • Environmental Impact Assessment in Exploitation of Transboundary Water Resources under International Law

      Abstract:Exploitation and use of transboundary water resources may cause negative effect on the environment of the resources and relevant states. As a section of international law regulating use, protection and management of transboundary water resources, international water law shall ensure that water resources are used equitably and reasonably, significant harm to the resources and relevant states are avoided, and sustainability of water resources is maintained. First well established under domestic law, environmental impact assessment has been incorporated into many sections of international law. As an effective procedural environmental decision-making measure, EIA plays a more and more important role in facilitating implementation of many principles and rules under international water law and in safeguarding sustainability of transboundary water resources. However, EIA obligation and procedure under international water law has not been well established, the implementation of which still relies heavily on domestic law and practice.

      Abstract:Combining Chengdu-Chongqing Economic Region and Guanzhong Economic Region to build West-China Delta Region is most important in the new round of the western development. That is consistent with the national development strategies and the regional economic development laws. There are many good conditions for the interregional cooperation, but also some difficulties, such as geographic isolation, different economic flowing tendencies, cultural differences, and the competition between local governments. So that this article suggests speeding up the infrastructures and logistics networks construction, and forming an overall metropolitan area.

      Abstract:This paper selects important indicators of economic development of Chengdu-Chongqing in recent years to compare with ones of Shanghai, Guangzhou and Beijing, using national economic development indicators as a reference, and sets up mathematical model with the aid of Location Quotient (LQ), then uses deviation index to do secondary quantitative research, and builds urban core competitive power evaluation criteria, summarizes the advantage and the core issues on economic developtment of Chengdu and Chongqing,finally, proposes five countermeasures on strengthening the core competitiveness of Chengdu-Chongqing, with addressing the core issues in perspective of the city material properties, spirit properties and city value.

      Abstract:The organizations’construction which is compatible with the before, during or after agricultural production, is an important factor affecting agricultural social service system, and also is an security to improving operation of the agricultural social service system. The paper firstly reviews the development of the organizations' construction of agricultural social service system since the founding of new China. Based on summing up the major problems of agricultural social service organizations, the paper suggests that there are three kinds of thinking about construction of the organizations of rural social service system: Unified-body, Multi-body and combining the Unified-body with Multi-body, and then analyzes every kind of thinking. According to the analysis, the paper thinks that the idea of combining the Unified-body with Multi-body which hidden the thought of contingency construction, should be the best way for the development of the organizations’ construction of agricultural social service organizations because this idea is benefit for giving social forces’ initiative to serve agriculture, adapting complex and diverse needs of agricultural development.

      Abstract:In this post-crisis era, both Asia and Europe has a strong desire and demand to cooperate in the financial field. It reflects that they rely on each other in the strategic needs of political and economic development. But the cooperation lacks of substantive progress indeed. Asia-Europe financial cooperation is also an important practice of global governance theory. Greater role on the establishment of a multilateral global financial order is their comment interests. The convergence of financial practice provides a base for cooperation, and the institutionalization of governance mechanisms makes the cooperation more pragmatic.

    • Insider Trading and Stock Liquidity:Evidence from China Stock Market

      Abstract:Will insider trading affect stock liquidity? Few studies have been done on insider trading in China stock market especially on stock liquidity. This paper studies the stock liquidity effects of insider trading by analyzing the trading data of 1 386 stocks in the period of 2008.1-2009.8. We find that insider trading will not impair stock liquidity. We believe that the main reason of this result is the irrational investment behaviors of outsider investors.

    • A Study on Incentive Contracts for Venture Capitalists in Multitask Environment

      Abstract:In Chinese venture capital funds, Venture capitalists usually invested in the government’s designated projects and their own choosing items at the same time. Under this multi-tasking environment, the paper analyzes the incentive contract design problem for venture capitalists in three different organizational models. The main conclusions are: 1) If the importance among tasks is difference, or output distribution of different tasks is positive correlated, then the incentive intensity between different tasks does not necessarily complement each other, which extends Holmstrom and Milgrom's classic conclusion; 2) If different venture capital fund engaged in government’s designated projects and its own selecting items separately, then as the principal, the government could get higher net surplus in this specialization pattern; In particular, the principal would be benefited by introducing relative performance comparison in specialization pattern.

    • A Study on the Bidding Evaluation Method Based on DEA and Improvement of the Information Entropy

      Abstract:This paper starts with the improvement of bidding evaluation, and puts forward the viewpoint of comprehensive evaluation directing at the single domestic evaluation approach. It made analog and analysis on the existing domestic evaluation approach and brought forward an evaluation mode combining two ways. Then it built the evaluation index system according to the multiple-input and multiple-output, characteristics of the decision-making unit. The article introduced information entropy to the comprehensive evaluation of the bidding ability of the construction companies, strictly defined the various weights of each index to make them the priority among priorities, and further reduced the human factors in the evaluation and decreased the randomness to eliminate the defects in the process of evaluation in construction projects. This paper enhanced the efficiency of bidding evaluation based on the objective and scientific evaluation on the decision-making unit, and verified its effects.

    • Study on Energy Conservation Behavior at Enterprises Level:A Case Study of the Main Energy Consumption Enterprises in Chongqing

      Abstract:The purpose of this study was to explore the energy conservation behavior at enterprises level. It took the main energy consumption enterprises in Chongqing as the case study, and interviewed the managers from 17 enterprises. Based on the model of behavior guide policies and the interview data, it analyzed the induced factor, implementation factor and reinforcement factor of the energy conservation behavior. This study can help the management department to understand the characteristics of energy conservation behavior of Chongqing enterprises which can help them to make more effective policies to achieve long term energy conservatoin.

    • Analysis on Multiple Fund Assistance of Social Science Research of China

      Abstract:To research the issue of multiple fund assistance such as joint assistance, co-finance, several and repetitive assistance, the correlative network is established based on the fund assistance data of social science dissertations of China which are embodied by SSCI. Using SNA and multivariate statistical analysis, this article discusses the intensity and correlation coefficient of multiple fund assistance and analyzes cohesive subgroup, structure and multi-dimension of the network. Studies show that 61.1 percent of social science dissertations are supported by multiple fund assistance and a center is formed with the core of National Natural Science Foundation. That promoting the cooperative and sustaining fund of scientific research and improving the fluency of information and personnel quality is an effective way to improve the utilization of fund resources.

      Abstract:It is an important and difficult issue in theory of Guarantee Law to set the prior sequence when multiple guarantee real right being concurrence in the same property. Also,it became a serious obstacle due to deficiency of relevant legal system in China. Base this paper on three different concurrence condition of mortgage and pledge, mortgage and lien, pledge and lien, analyzing to set time of guarantee real right, to regiser right, to occupy property , according to the fundamental theory of Real Law, this paper discreetly analyzes the prior sequence when multiple guarantee real right being concurrence in the same property. The author recommends that prior sequence should be set based on the principle of setting priority, principle of register priority, principle of occupy priority in the future legislation when concurrence of multiple guarantee real right.

      Abstract:To analyze the environmental legal system and the land rights of ancient China, to provide with the ancient books of China which still exist, it proves that there was a environmental legal system in XIZHOU dynasty, but this system was degenerating step by step, during the HAN dynasty to MING and QING dynasty. The impetus which leads to this change is the land rights transform. In QIN and HAN dynasty, the land rights began to change from state ownership to private ownership, and the environmental legal system of XIZHOU dynasty, which based on the state ownership of land, began to disorganization. To SUI and TANG dynasty, the new environmental legal system, which had been weakened, was formed. To MING and QING dynasty, the land private ownership had been developed very deeply, and the environmental legal system had been weakened nearly to disappear.

As far as its quality aspect is concerned, it contains two interrelated meanings that theory grasp the people and the people grasp the theory; and as far as its quantity aspect is concerned, it means all the people know this theory and the theory is internalized and externalized by all the people. Promoting the popularization of the socialist core value system is the strategic necessity for safeguarding our country’s ideology security, which is great important for us to resist the ideology penetration by western countries, to eliminate the interference from erroneous ideological trends, to be firm in our nation’s belief and to raise our country’s cultural soft power.       Abstract:As a kind of productivity, design plays an important role in propelling the development of regional economy in each country. It is the result of combination of material civilization and spiritual civilization as well as a milestone of the development of science and culture in a country. Nowadays, people pay more and more attention to the added value of the production brought by the packing design, but great misunderstanding exists in their thought, which causes unhealthy designing phenomenon, such as over packing, environmental pollution, fawn on customs, aimless imitation, and so on. How to combine packing aesthetics and industrial value with environmental protection is the focus of academic circles and also the new increasing point of packing industry. At the same time, the packing material manufacturing technique and how to reduce environmental pollution have become a concerned problem all over the world. Looking for new material and new technique, reducing the man-made pollution for the environment and protecting against the secondary environmental pollution caused by the added value of the production have become urgent subjects that require the joint efforts of the packing industry. This paper analyzes the reasons for the above phenomena based on the problems in packing design and mainly demonstrates the important conditions in seeking for sustainable development in the packing design from the perspective of nationalization, humanism, immateriality and greenness. At the same time, this paper also puts forward the responding plan to solve these problems, which is helpful in setting up healthy packing design philosophy, guiding it to a sustainable development direction.

      Abstract:The introduction of singing skills of traditional Chinese opera into China’s folk songs is the research topic of common concern within the discipline in recent years. Taking the author’s composition “Mei Lanfang” as an example, this paper intends to carry out a multi-dimensional humanistic interpretation of the work and an analysis of creation techniques and to expound the understanding and interpretation in the process of singing from what is experienced. This paper, based on the analysis of the universality and individuality between China’s folk songs and traditional Chinese opera, mainly probes into aspects of lubricating tune and performance of the work in an intensive way.

      Abstract:The fast-developing computer technology and the ensuing e-text not only influences and changes the way people read, but also greatly impacts the reading habits and comprehension of postgraduate students of who have long been accustomed to reading through printed papers or books. This paper intends to find out, through a questionnaire, the current situation of e-text reading in EFL postgraduate students, their preference over e-text or printed text, and further, to explore the reasons for their attitudes, that is, the favorable as well as negative factors of e-text in facilitating reading activity. Some suggestions are offered to language teachers and e-text designers, with the help of whom, reading situation of e-text can be optimized to better facilitate the reading efficiency of the students. 〖JP〗
