      Abstract:With the case study in Wanzhou in the Three Gorges Reservoir Area, the author analyzes the rural surplus labour status quo, characteristics and constraints in Wanzhou district The results indicate that regional economic backwardness, bad natural conditions, and industry emptiness are the main reasons of a large number of the rural labour force transfer However, a large number of young labour movement leds to lack of labour force in countryside, and inevitably appears other negative effects As the agriculture industry structure adjustment, the acceleration of urbanization, the new countryside development and agricultural industrialization, labor migration in rural areas continues to new changes, and the way of transfer presents diverse characteristics

      Abstract:As a symbolized project of Western-development and typical poverty-support railway, most part of the Yuhuai line is in Chongqing Though the research,it is shown that the construction of Yuhuai railway reduces the county’s transportation costs greatly In addition, Yuhuai railway construction greatly contributed to the overall growth in passenger and freight along the railway, and passenger traffic showed strong momentum of development in freight characteristics: After completion of the railway, passenger traffic totaled 252% average annual growth rate, total annual passenger turnover increased by 30%; average annual increase of 32% of total cargo; total annual freight volume increase of 244%The railway provides the facilities to promote the transfer of rural surplus labor force and to some extent, the great development of tourism in the region

      Abstract:The paper inspects the impact of emission tax and pollution control subsidy on the industry structure and environment protection under two different pollution control modes that are terminal pollution control and clean production The main conclusions include: 1) Increasing emission tax will help to reduce the total amount of emissions in short-term and long-term under terminal pollution control, but under cleaner production, the effects of same action are ambiguous 2) Subsidies for pollution control have vague impact on pollution control and the size of industry We can clearly predicate that increasing pollution control subsidy will reduce the short-term industrial emissions and encourage new entrants only in the terminal pollution control mode3) As long as the emission tax is equal to the marginal social welfare loss caused by pollution, the objective of maximizing the social welfare will implement automatically, subsidies for pollution control is not necessary

      Abstract:Based on Jeffrey Wurgler(2000)capital allocation efficiency model, this paper uses sectional and panel data model, empirically analyzes the capital allocation efficiency of the 17 high-tech industries of China from 1996-2007The result shows: the capital allocation efficiency of the high-tech industries of China is generally low with comparatively great fluctuation; the capital allocation efficiency of the high-tech industries of China exists comparatively great difference in industries; the capital allocation efficiency is comparatively high in industries of great market demand, and low in industries of high degree of international trade dependence; the capital allocation efficiency of the high-tech industries of China exists comparatively great regional difference Due to differences in degree of marketization, and financial deepening, the capital allocation efficiency of the east region is the highest, the middle region takes the second place and the west region takes the least

      Abstract:The privatization of infrastructure is an important policy in China, in which PPPs have been applied in infrastructure development However, lack of effective key performance indicators (KPIs) has hindered PPPs from being applied in good health Aiming at helping public sectors in PPPs to improve the performance of PPP projects, the structural equation modeling (SEM) is utilized in this paper to simplify and analyze the total 48 performance indicators that were identified by prior researches by authors Furthermore, the relationships between different indicator groups were also explored Finally, 41 KPIs were identified by SEM, and the findings from relationship analysis can be used for future research to measure the performance of PPP projects, which will hopefully improve the performance of PPPs in China

      Abstract:The two-stage logistics service supply chain with one logistics service integrator and two functional logistics service providers is considered The decision-making process of the two actors in the logistics service supply chain is modeled as a Stackelberg leader-follower game model and the supply chain contract choice problem of the functional logistics service providers is analyzed In the Stackelberg game, logistics service integrator as the leader determines logistics service price, each functional logistics service providers as the follower chooses either a wholesale price contract or a revenue-sharing contract with the logistics service integrator, and determines the contract parameters, to obtain higher division ratio of the logistics capacity from the logistics service integrator The results show that: in the two-stage logistics service supply chain dominated by the logistics service integrator, the equilibrium is achieved when: 1) two functional logistics service providers choose the same contract, or 2) the functional service provider with lower cost chooses the wholesale price contract and another chooses the revenue-sharing contract No matter which Nash equilibrium strategy is adopted, the logistics service integrator and the functional logistics service providers obtain the same profit So, the revenue sharing mechanism does not outperform than the wholesale price mechanism

      Abstract:Forest carbon sink is an approach to realize the compensation of forest ecological values, originated from Kyoto Protocol Forest carbon sink can promote economic sustainable development and help developed countries implement their GHGs emission reduction But it may influence the local ecological environment without proper legal regulation, especially does harm to biodiversity conservation It is necessary for states to make law regulating forest carbon sink and protecting biodiversity How to make a balance between forest carbon sink and biodiversity conservation is an urgent issue in environmental law Through three legislative stages in beforehand control, processing control and post-action remedy, we can regulate forest carbon sinks trading and protect biodiversity In the first stage, environmental impact assessment mechanism examines whether forest carbon sinks trading does harm to biodiversity conservation In the second stage, legislation supervises the dynamic effects of forest carbon sinks on biodiversity In the third stage, punishment mechanism on destroying biodiversity is supposed to be established
