    • The Research between the Quality of Chinese Regional Population and the Economic Growth

      Abstract:This paper constructs the index of population comprehensive quality by factor analysis method using average school years, education Gini coefficient, old-age dependency ratio, urban population ratio etc. during 1997-2010 in 32 provinces.Then the author proceeds the overall and regional mixing panel data regression in Douglas production function model. Report shows that: The quality of the population has significant influence on economic growth.There are obvious differences in the quality of the population between the eastern, central, western and northeastern region with disparities in the contribution rate of economic growth. The western region is changing from labor-intensive stage of development to the capital-pull stage, the central and northeastern regions are transiting from the capital-pull stage to the population quality driven phase, the eastern region is the quality of the population to promote continued economic optimization phase. This study also proposes initiatives and proposals according to differences in regional development.

      Abstract:After twenty years of building, the Three Gorges area entered into the post-gorges times with the main tasks of the promotions on the stability and prosperity of the relocated people, construction and protection of ecological environment and the control of geologic hazards.Hence, the working focus of the three gorges progressively transferred from the emigration of the early times to the stability and prosperity of the upper times. It is the important issue on both politics and economy of how could the traditional unskilled agricultural relocated farmer transferred from the land skilled to the unagricultural talents for getting a better life and development after loss of lands and the three gorges reservoir area’s falling into the pain of “anemia ”. It is reasonably to classify the skilled talents need to be cultivated. This paper systematically proposes the thought and the goal of cultivation on the skilled talents and its approaches and insurance methods to provide some references on agricultural immigration with the way of ecology and sustainable development of the post-three gorges times.

      Abstract:Based on questionnaires, interviews and literature analysis methods, this study has made an investigation on the faced problems of skilled personnel construction and their employment psychology. Here are the finding results: according to the shortage and structure defects of skilled personnel, there exists an increasing difficulty for recruitment and stability. Salary and comprehensive incentive factors have a significant impact on skilled personnel careers and its stability. On this basis, this study puts forward some relevant countermeasures such as making a big total of skilled personnel numbers, enhancing the stability of skilled personnel.

      Abstract:Nongovernmental Finance as a kind of informal financial forms has made outstanding contributions to the economic development of China, but due to lack of special laws and regulations on Nongovernmental Finance supervision, which makes Nongovernmental Finance produce huge risk and affects the safety and stability of financial market.In 2011, with the outbreak of Wenzhou Nongovernmental Finance crisis, the problem of supervision over Nongovernmental Finance causes a social attention once again. To perfect legal supervision over Nongovernmental Finance should follow the appropriate intervention principle, the economic security principle, the balance coordination principle; take measures such as giving Nongovernmental Finance legal status, establishing and improving the market access and withdrawal mechanisms, using classification of supervision to Nongovernmental Finance.

      Abstract:The simple and robust attitudes of China’s Authority towards folk credit during a long period have rendered it out of the supervision, flourishing in the darkness, which have put sand in the wheel of China’s economic development and social stability, yet the existence of folk credit has its own theories and realistic proofs. In this respect, legal regulation and governmental supervision are supposed to be the panacea to deal with it. There is, however, a sophisticated and dilapidated legal system of folk credit, a subject-missing and over-stringentness supervising mechanism, both weakening the positive impact of folk credit. It is of our conviction that a multilevel and polymorphic mechanism, a more complete legal regulation as well as a strengthened governmental supervision, guidance and support of the folk credit are there to be built in a not-far-away future.

      Abstract:After the financial war without smoke ended, the world economy is in a period of downturn. China has advantages compared with other countries, but it also did not escape the shackles of crisis. Because there are no deep pockets as support for SMES, the financial crisis is undoubtedly to give them fatal injure, especially in respect of financing. In order to solve the difficulties, eyes for survival of small and medium-sized enterprises are thrown at the private lending which is not limited by regions. In recent years, as the private loans are broaden in scales and in varied forms, the private lending plays an irreplaceable role beyond the financial institutions, at the same time, it meets the needs of the masses of temporary financing and supports the development of the SMES. But because of not forming an unified and clear regulations, especially not giving a reasonable position to private lending in China, disputes about private lending increased and financial risks are also frequent. So it is necessary to construct the legal system on private lending.

      Abstract:The government plays a system supply and market regulatory role in promoting social and economic development. The influence of traditional ideas of “ financial repression ”and “ heavy formal, light informal” , China’s existing financial laws and regulations pay more attention to the formal finance,not the informal financial. There are system supply failures: lack of supporting legal system, imperfect system, lack of effective supervision and management activities. With advantages of high efficiency and low threshold, The folk capital is to the existence of huge market demand. Government should make the system respond to reality, solving the problem of informal finance and healthy development of the rule by law.

    • Analysis of Land Supply Timing Based on Real Option Modeling

      Abstract:The paper employs real option approach to explore land supply timing strategy and analyze land management flexibility and its value under dynamics and uncertainty of land market quotations. The results show that the uncertainty of land market induces option value, the option value decreases with the opportunity loss growth of land supply, and local government’s land option value increases and acquisition cost decreases and investment returns don’t lower if the risk free rate rises. It is concluded that, local government should hold land and not go short, cut land backup holdings if the opportunity loss grows, and regulates land market by integration of land policy and interest rates adjustment because rates influences the investment returns of land developer more than local finance revenue.

      Abstract:In China, most scholars consider “one share one vote” as a principle of voting at shareholder meeting, they insist that this principle has strong theoretical basis; but it is not true in most corporation laws of other countries. Carrying through “one share one vote” strictly in corporation law will make a corporation share structure rigid, the result will go against the corporation development. Although issuing non-voting share or super-voting share may have some negative influence to corporate governance, the institutions of protecting investor in corporation law will mitigate the problems and market can also make the exchanging parties accept effective arrangement. We should de-regulate the share structure of corporation in China’s corporation law, if we can improve the protecting investor institutions.

    • An Empirical Evidence on the Day-of-the-Week Effect of Exchange Rate Return and Volatility in China

      Abstract:This paper investigates the day-of-the-week effect on both returns and volatility for RMB/USD and RMB/EURO exchange rates in China from 2005 to 2010 based on modified GARCH-M model. We find that the RMB/USD exchange rate significantly rises up on Tuesday and Thursday, while RMB/EURO is easier to devaluated on Thursday and has Tuesday effect on volatility. There is significant negative relationship between the benefits and risks for the RMB/USD exchange rate, which shows that the higher risk is, the easier RMB/USD exchange rate rises up, probably due to the adaptive expectations of investors in exchange market.

      Abstract:Tracing back to the origin and evolution of public management theory, quantitative research methods based on rational thinking is preferred as important research method of public management. However, due to the ambiguity of discourse system and question about “rational man” assumptions, emphasis on quantitative research methods will lose basis in public management. Moreover, the choice of methods is closely related to disciplinary value orientation. If “efficiency priority”is value orientation of public management, it is not inappropriate to prefer quantitative method research. With the rise of the new public service theory, value orientation changes to “equity priority”, and “democratic equality and citizen participation” is further concerned. Therefore, excessive emphasis on quantitative research methods may deviate from values orientation of public management.

      Abstract:This paper examines the relationship between the actual controlling shareholder and quality of information disclosure by use of panel data of listed companies from 2007 to 2010 in Shenzhen Stock Exchange. The result shows that a corporation’s quality of information disclosure becomes worse when its actual controlling shareholder is a private unit. And the equity ratio of the actual controlling shareholder is positively related to the quality of information disclosure. However, the divergence of controlling rights from cash flow rights is not statistically related to the quality of information disclosure.

      Abstract:Based on the investigation of the energy consumption and energy management in 44 large scales of store buildings in Chongqing, the energy management system is classificated in 4 level ,the problem in energy management and its cause are analyzed. A follow-up survey of some buildings was carried out. At last, the relations between level of store building energy management and its energy consumption are researched. The paper concludes that, whether energy-saving technologies or improved management measures can reduce building energy consumption, and contract energy management may provide a new model for store buildings.

      Abstract:The survey on the status of the civil aviation airport internal control shows that security objectives attract more attention, strategic goals and business objectives do not gain recognition they deserve. The current situation of the civil aviation airport internal control is not optimistic, all the five elements of internal control have much room for improvement and potential .The regression analysis shows there is significant correlation between part of the internal control elements and internal control objectives. The recommendations for airport operators to improve management level and risk prevention capability are of great significance.

      Abstract:Because of the importance of universities to the national innovation system, the evaluation of university innovation capabilities currently is a hot spot in the field of scientific evaluation. Based on the “Innovation Index of China Univ. in 2012” issued by RCCSE, this paper uses its indicator data to do a deep analyzis on the university innovation capability. It firstly analyses university types and province distribution. Then it applies multiple linear regression model to investigate the relationships between “Overall Rank” and “Input Rank” “Output Rank” and “Benifit Rank”. Also, it does some analysis on ordinary universities entering “Top 100 Innovation Index of China Univ. in 2012”. Finally, some conclusions and discussions are given.

      Abstract:After constructing the evaluation index system of university’s philosophy and social sciences innovation capability, owing to the principle of analytic hierarchy process, this paper establishes the weight of each indicator using the method which unified the subjective tax power with the objective tax power. Because there is fuzziness in the evaluation of philosophy and social sciences innovation capability, this paper builds multi-level fuzzy synthetic evaluation module of philosophy and social sciences innovation capability based on the experts’ advice, and elaborates clearly the evaluating steps.

      Abstract:Based on the 35859 papers from CNKI (China National Knowledge Infrastructure), and applying the co-occurrence theory, the article analyzes the present situation, hot topics and research direction of the higher education assessment and evaluation in China from the perspective of SNA. Some results were gained. Research in the field has been increasingly hot, and the theme has been richened, but it mainly concentrated on a few topics, such as “universities”, “the quality of teaching”, “evaluation”, “teaching”, “teaching management” and “evaluation index system”, which are most research hot topics. Eliminating the ordinary theme of “university”, there are some keywords like “teaching evaluation”, “teaching management”, “evaluation index system”, “college teachers” and “assessment”. They are strongly radioactive due to some degree of co-occurrence with other research topics. And with further clustering analysis we see clearly the three gathered group of research direction. And from the temporal change of the quantity we also see the three stages of evaluation research themes, which continue to expand and deepen in the past time.

      Abstract:The formation of Chinese characteristic legal system marks the significant achievements of legal construction in 30 years, but the legal authority fails to fully demonstrate. To a greater extent, the existing legal system is the sense of the text, which more depends on state enforcement to obtain the universal obedience in form. Legal authority should be within the unity of inner persuasion and external enforcement of law. In the normative and institutional characteristics, the existing legal system doesn’t yet form a legal system with the inner meaning of the same context, positive mechanism to absorb and reject social challenges and inadequate of multi-dual fragment caused by the multi-duality of Chinese society. The building of legal authority depends on the implementation of legal institutionalization, but we can not simply equate the legal authority and fair administration of justice. To rely on legal authority to promote justice, we must clarify a series of questions based on the fair administration of justice, and follow certain standards of law to achieve an effective system construction.

      Abstract:The primary aim of Labor Contract Law is to protect the employee, at the same time the law produced the disincentive effect in employment .On the one hand, the law damaged the efficiency of employer, on the other hand, the law also damaged the employment interest of employee. There are three methods to repair the law’s limitation: first is to emend the law, second is to exercise judicial interpretation and the third maybe has to find the remedy apart from the Labor Contract Law.

      Abstract:The existing research on the rural collective economic organization could be divided into two sections: one is about its historical transition as well as wins and losses in the period of Chinese Agriculture Collectivization. Another involves its transformation and improvements under the agricultural two-tier management system. In spite of the wealth of relevant research, some problems exist, such as lack of analysis from legal perspective, absence of clear definition and scrutiny on legal connotations, functional localization and legal formation of rural collective economic organization of the new period as a whole. In regard to these problems, we should strengthen the study in law field, and based on systematic review of the historical transition and legal system condition of the rural collective economic organization, focusing on the improvements of agricultural two-tier management system,propose a overarching reform scheme with systematical consideration on legal connotations, functional localization and legal formation of rural collective economic organization.

      Abstract:Stepped into the network information age, the network collective actions increase rapidly which make them the new focuses of researchers. Based on the social exchange theory, ERI (Effort-Reword Imbalance) model explores the balance between effort and reward in formation mechanism and action mechanism of social stress. From this perspective, we analyzed the dynamic mechanism of network group collective action events. We believe that the emergence of network collective action events relates to the participants’ pursuit for social justice. The feeling of injustice caused by the imbalance between the effort and the reward of participants is an important driving factor of these events. On this basis, some strategies are proposed, hoping to give an integrated thought to public administration department in coping network collective action.

      Abstract:Fauconnier’s mapping theory originated from mathematics, which is a theory on semantic corresponding and matching relations. It has become an integrated part of cognitive poetics since it appeared and been mainly used in the study of literary texts. In classic Chinese poetry, mappings in mental space are the important cognitive mechanism and approach to realize the artistic conceptions. There are three types of mappings, namely the projection mappings, the pragmatic function mappings and schematic mappings. The first type of mappings projects part of the structure of one cognitive domain onto another. It’s basis is the cognitive similarities between the two domains. The second type of mappings involves only one cognitive domain in which one thing is matched with another in the same domain according to their cognitive relevance. The third type operates when the concrete values in a situation in context are matched with the slots in a schema based on one-to-one model.

      Abstract:Four national education plannings since the reform and opening up are the main orbit of the major education dicision and educational development strategy in China.Carding and analyzing four national education plannings, we can find some features, such as The Party and the government attaches great importance, content is comprehensive and focused, attention to scientific and standardized,and so on. The influences of China’s national education planing include: creating a way of education development with Chinese characteristics; making great progress all areas of education; accelerating the thought emancipation of the people, and promoting the internationalization of our education. But there are some prolems,such as no enough scientific decision-making procedures,small pace of reform, lack of protection mechanisms and difficult to implement.

      Abstract:Teacher autonomy can be realized only in the interaction between teachers and outside sociocultural environment;therefore, this paper is intended to explore the construct of teacher autonomy from sociocultural perspective. Teacher autonomy has the narrow sense and broad sense, which can be overt and covert. The constraints of teacher autonomy are carefully analyzed on the basis of the construct, followed by the route aiming at realizing teacher autonomy of China foreign language teachers.
