    • Industrial Relocation and Structural Optimization of Manufacturing Sectors in Beijing, Tianjin and Hebei:From a Perspective of Imperfect Competition

      Abstract:Considering the drawbacks of the traditional methodology in analyzing industrial agglomeration, regional division of labour and industrial relocation on basis of a single indicator of scale or efficiency from the perspective of perfect competition, we choose to analyze industrial relocation and Structural Optimization of Manufacturing Sectors in Beijing, Tianjin and Hebei on basis of a combined indicators of scale and efficiency from the perspective of imperfect competition. From our method stem out two obvious advantages: 1) the driving forces, features and nature of relocation of relevant industries are extracted; 2) the method lends itself to the zeroing in priorities in the process of industrial relocation. From our analysis a two-dimensional diagram of industrial relocation and structural optimization is derived, with the "area of relocating" and "area of structural optimization" indicating respectively the key sectors involved in industrial relocation and structural optimization.

      Abstract:In this paper, we analyze statistics data of international trade and intra-regional trade within East Asia. According the trade data, we also study and compare the trade characteristics of free trade region such as the East Asia and the EU, NAFTA, and we indicate the new feature of internal trade which predominately based on intermediate goods and components trade and the significant role of multinational firms to East Asia's economic growth during the economic integration development in East Asian region. It is contrasted the new selection trends of production allocation among the multinational firms in East Asia. And we analyze model industrial production and organization network and the characteristics from the aspects of FDI, outsourcing, fragmentation. Finally, We preview the effects such as the ecological environments, labor and employment, formation of leading industry, social responsibility of multinational firms in the East Asian countries by the multinational firms' production chain production organization model.

      Abstract:New Political Economics emphasizes the idea of political and economic interaction to understand the reality of the economic phenomenon. This paper exploits the perspective of China's cadres governance system to analyze China's rapid economic development phenomenon. Since reform and opening, Chinese cadres governance system operation follows an internal labor market mechanisms, and the formation of a powerful political officials incentives to promote local economic development and officials enthusiasm also led regional economic gap. Under the existing Chinese cadre governance system, cadres configuration optimization can promote coordinated regional development.

      Abstract:The modern society is developing rapidly, and it is believed that resources tightness and shortage is the contradiction what we are facing. Further increasing the recovery of urban ore utilization is an effective and reasonable way to improve resource utilization efficiency and to build up a resource-saving society which also is the objective requirements of the implementation of the new resource strategy to guarantee resource security. At present, There are some problems such as market dispersion, lack of scale enterprises and in the low level of technology in mineral recycling of Cina city.The unsound law system is the root.Therefore, Reconsidering the struction of legal regulation is necessary to promote the development of China city mineral recycling industry to get better.

      Abstract:Climate has the natural attributes of an ever changing, dynamic resource as well as the social attributes found in all public resources. These features are common to and equally distributed for all of humanity. In China, present legislation has not addressed the non-exclusive nature of climate as a public resource and responsibility. There are no provisions in the current civil law or in constitution that deal with any ownership of the climate. Furthermore, civil law and the constitution do not deal with the issue of ownerships for public natural resources or the state-owned natural resources. Therefore, based on symbiosis theory, protecting China's climate resources is a balance among the multiple interests of mankind. This article suggests that the right to enjoy and use climate resources should be equally shared among all of humanity and that these needs should be addressed in China's current legislation. Such legislation needs to create a strengthening of the national management obligation of climate resources. However, any legislation should prevent climate resources from becoming a state-owned property.

      Abstract:The collective forest rights transaction system is an important approach to achieve the economic benefit of forestry scale operation and also the basic goal of deepening the reform of collective forest rights system. However,subject to the restriction of land security function,the collective forestland transaction is facing problems such as the high cost of circulation, low-circulation willingness,complexity of the transfer process and so on. This is the result of the predicament of the system. The contract and management rights of collective forest land are subject to undue restrictions, the usufruct of forest land contract and management rights can't be fully achieved due to not getting the comprehensive safeguards of the law. Under the China's current economic and social conditions, China should put the woodland's social security function on forest land ownership,meanwhile make laws to protect the full realization of dispositions and income rights of collective forest land use rights, which lead to efficient transaction of the collective forest rights and provide" sustainable development of mechanisms for collective forestry.

      Abstract:Report to the Eighteenth National Congress of Chinese Communist Party puts the promotion of ecological progress and the rule of law in the same important position. The rule of law is the mature form system and its normalization, democracy, stability, anticipation and authority make it play a prominent role in promoting the ecological progress. The legal construction of ecological progress in China has made great achievement. However, there still exist a lot of problems. We must be guided by law in both thinking and action in the effort to promote ecological progress. We should make laws in a scientific way, enforce them strictly, administer justice impartially, and ensure that everyone abides by the law. We must make sure the joint improvements of the law-based governance of the country, law-based administration and law-based action. We must make sure the integrated construction of legal country, legal government and legal society and try to promote ecological progress to further development.

      Abstract:This paper estimates Guangdong and Shandong's marketization indexes and industrial cluster degrees to analyze their impacts on economic growth based on Samuelson model which induces maketization variable and clusterization variable. The analysis shows that clusterization advantage is the main reason why Guangdong's economic growth has been higher than Shandong's since entering 21th century compared with marketization factor, clusterization's economic growth contribution rate is much higher than marketization's, and clusterization has unlimited room to expand. Today, differences of marketization among regions are increasingly smaller, local governments should speed up the introduction of cluster policies to guide the direction of industrial development from agglomeration to cluster, to promote sustainable economic growth.

      Abstract:We analyze the effects of the multi-layer network structures on the proliferation of industrial cluster risks and demonstrate the effects by multiple cases. With the help of computer simulation, we depict the dynamic evolution of cluster structures during the proliferation of exogenous and endogenous risks. We conclude that both Marshallian cluster and hub-and-spoke cluster have higher resistance to exogenous risk than to endogenous risk, and that Marshallian cluster has higher resistance to endogenous risk than hub-and-spoke cluster, while hub-and-spoke cluster has higher resistance to exogenous risk than Marshallian cluster.

      Abstract:Using 1996-2009 panel data of 25 countries, the paper analyzes the national innovation efficiency and its influencing factors by using super-efficiency DEA and DEA-Tobit two-step method. The major findings include: 1) Economic crisis has a negative impact on national innovation efficiency and total factor productivity for every country. Moreover, the decline of TFP is mostly caused by Technical regress; 2) China's national innovation efficiency remains at a low level and has overall downward trend during the study period. In addition, technology regress in China is serious; 3) The innovation activities of enterprises, universities and research institutions have significant and sustained effect on promoting national innovation efficiency, so their synergetic innovation is effective; 4) A country's macro tax rate has Laffer effect on the national innovation efficiency, high and low tax rates are not conducive to promoting national innovation efficiency.

    • Measuring Foreign Exchange Risk Using VaR-GARCH(1,1) Model

      Abstract:Using VaR-GARCH(1,1) model and four foreign exchange data from 2003 to 2009, this paper studies foreign exchange risk of commercial bank. The study shows that the return of foreign exchange has obvious peak and EUR and JPY meet normal distribution with 1% confidence. According to the estimation and test of GARCH Model, the return of foreign exchange has characteristic of clustering of volatility, which means GARCH(1,1) can be used to simulate the time series of foreign exchange. Under the 99.9% confidence, the maximum potential loss of the foreign exchange portfolio with EUR and JPY estimated by VaR-GARCH(1,1) model is about 0.05% of last trading day's market value.

      Abstract:Based on analysis of the characteristics of construction project transaction, this paper constructs a construction project bidding model by using mechanism design theory, with the minimum total cost of the tenderee as objective function, while participation constraint, incentive compatibility constraint, technical ability, and control price etc. as constraints. According to the characteristics of construction project transaction, this paper then analyzes the model with the help of Myerson's optimal auction theory, and puts forward the corresponding simplified model. Finally, according to the construction and analysis process, this paper proposes the application steps of the optimal bidding mechanism, and discusses the calculation method of the related parameters. The research results provide a general framework for the mechanism design of construction project bidding, while the detailed design still needs further study.

      Abstract:Since corporations show heterogeneous features when progressing in life cycle, it's been crucial for creditors to build dynamic governance mechanism not only for the safety operation of regional finance, but for the governance balance for the corporations. Based on corporations' dynamic capabilities theory, after separating different phases of life cycle by using China's private list corporations' data, this paper analyzes the creditors' dynamic influence upon agency cost in every phase of their life cycle. It is found out that agency cost shows a "vibration" phenomenon as corporations proceed in their life cycles, and the ones in mature phase have the highest agency cost level. Short-term debt from creditors has shown dynamic governance effect towards agency cost, while long-term debt can amplify the agency cost. Both dynamic governance and amplifying effect increase marginally when the corporations proceed in their life-cycles.

      Abstract:Humanities and social science research evaluation can not be separated from the corresponding procedure, and the justifiable evaluation procedure is the premise and foundation of the implementing of humanities and social science research. Based on the analysis of the connotation of procdure justice, the connotation of humanities and social science research evaluation procedure justice is raised, and the values of humanities and social science evaluation procedure justice are discussed.       Abstract:Academic journal peer review system generates for 260 years, People, especially Western scholars have conducted extensive research, focus and emphasis. The peer review system has been a huge success. China executes "Triditing System". Through the comparison of Chinese and western scholars review concept can be found: Western scholars 100% view peer review, Chinese scholars hold the idea of only 33%. In China, the main reference books lack of awareness of the concept and research review. Natural science scientists pay more attention to attach importance to the review questions, social science researchers are relatively rare. An increasing trend of China's theory of peer review comes into being. Peer review is a review of open system. So, China should actively learn from and adopt the peer review system generally used in western countries.

      Abstract:All-China Society of College Journals in Humanities and Social Sciences (CSCJHS) has organized four evaluations since it was established 25 years ago. In the interview, Mr. Pan Guoqi, an organizer and witness of all these four evaluations, elaborated on their background and achievements and put forward his improvement suggestions. Mr. Pan submitted that the primary mission of the Academy is to promote development of university journals and evaluation is an effective instrument to this end. The four evaluations brought about profound effects by demonstrating achievements, providing guidance, setting examples and lifting morale, so as to cultivate prestigious university journals, encourage fair competition, and promote development of university journals. Mr. Pan suggested that the evaluation standards be improved, the judge appointment rules revised and a dynamic management system established, to ensure the healthy and sustainable development of university journal evaluations.

      Abstract:Water science research achievements demonstrate that, the shortage of water resources has been caused, in a large part, by the human being's over exploitation and development of water resources with negligence of the objective laws of the water cycle and exceeding the renewing capacity of water resources. The scientific and rational control of basin total water withdrawal is one of critical non-engineering measures to ensure the realization of sustainable utilization of basin water resources. Regarding the control of basin total water withdrawal, the Great Lakes-St. Lawrence River basin in the USA and the Murray-Darling Basin in Australia are both among the successful cases worldwide. Based on the discussion of the content and implementation performance of the basin total water withdrawal control systems in the two foreign basins and Huanghe River Basin in China, a comparative analysis is conducted to find the foreign experiences that could be learnt by China, and several recommendations are made for improving the basin total water withdrawal control systems in China.

      Abstract:Modern diagnostic paradigm of risk society makes us realize that human society has entered into the high risk,multi-crisis ecological disorder and environmental crisis era. The responsive and refletive ecological order construction would be put on agenda. The traditional construcive model of order with exclusive rationality excessively emphasizes human rationality, and ignores the extended functionality of spontaneous model. Hayek's ideology of social order considers the producing mode is composed of human order and spontaneous order. Because of this, the construction of ecological order should readdress the rationalism constructivism and adhere to the producing mode of diadactic structure. With the ultra mordernity characteristics of ecological order, the social control efficacy of traditional spontaneous binding means such as morality,customs and religion has been weakened gradually.       Abstract:The Interpretation (the 3rd) of the Marriage Law of P.R.C has been controversial since it was issued so far. The premise to solve this controversial problem is how qualitative analysis and theoretical expatiations can be carried out on the nature of Family Law which is the connotation of its legitimacy. The ethical nature is the nature of Family Law in qualitatively analyzing it either from the category of substance and forms or from the angle of legitimacy of Family Law. It is the key that the study on ethical nature of Family Law is emphasized on the theory of human nature that is the original starting point shared by Family Law and its ethics from a diachronic perspective.       Abstract:The uxorilocal marriage is a special form of marriage. In the novel, the uxorilocal marriage is between reality and fiction. It embodies a potential to stretch beyond the inherent values and social norms, especially in the aspect of germination and construction of the novel plot. The authors got natural convenience from the uxorilocal marriage. They can narrate the story from women's standpoint. A variety of problems in the uxorilocal marriage were transformed into several levels of the novel plot. The wedding, surname change and abjection which were awkward to the son-in-law became an important source of the plot. So the novels about the uxorilocal marriage are not the tragedy but comedy or drama. The uxorilocal marriage develops into the most exciting elements of the plot in the novel.       Abstract:The three biographies of Emperor Wu of Han Dynasty, namely The Story of Emperor Wu, Dong Ming Ji and Biography of Emperor Wu, mainly record some absurd pursuits of Taoism to highlight Emperor Wu's interest in the immortal. However, the image of Emperor Wu presented in the absurd way has an obvious fictional quality, which is rather far from reality. This specific way of writing biographies has a typical meaning in the non-official biographies of Han, Wei and the Six Dynasties because it leads to the fictionalization of these non-official biographies, provides the conditions for the birth of Tang Dynasty's legends, and ultimately contributes to the rise of legendary novels. A survey of the strategies of biography writing in Han, Wei and the Six Dynasties will further our understanding of their fictional feature and the evolvement of legendary novels in Tang Dynasty.

      Abstract:Different levels of education production function is established by improving Cobb - Douglas production function.Based on the 2000-2011 panel data,we calculate and analyze the contribution of primary education,secondary education and higher education labor to economic growth of China. The main conclusions are as follows:the country's secondary education has the most significant impact on economic growth,secondary in higher education and lowest in primary education in the whole country,different levels of education show distinct local diversity: firstly eastern and central regions at all levels of education have obvious impact on economic growth,while the western is the weakest;secondly higher education has the greatest impact on the economy growth,secondary in secondary education and lowest in primary education in the eastern regions;secondary education has the greatest impact on the economy growth,secondary in higher education and lowest in primary education in the central regions,while primary education has the greatest impact on the economy growth,secondary in secondary education and lowest in higher education a in the western region. Therefore,all areas should take different targeted education policy to improve the regional contribution of education to economic development.

      Abstract:Construction of Teacher Team has become heavy and difficult for higher education reform and development. Through more than hundreds of the "985", "211" university teachers' employment conditions of the survey found that " Emphasize the origin " phenomenon is no longer the individual exceptions. This paper traces the rules risk, and reflect the nature of its behavior, finally proposes university innovation talents evaluation thinking to build the multiple, scientific recruitment system reform.

      Abstract:Language teachers, who help to cultivate professional language talents, should be of high capability which decides whether they can fullfil schooling and educating and achieve its goals. The thesis does research on the three dimensions of language teachers' capability—professional knowledge dimension, professional skills dimension, professional ethics dimension, and puts forward suggestions to how to develop language teachers' capability.
