Abstract:The capacity of regional innovation is an important issue that affects the economic and social development. In this paper,the study object is Henan Province which is the main part of the Central Plains Economic Zone from the year of 1991 to 2010. With the establishment of the VAR model,the author made the empirical research on the interaction between the quality of economic growth that the growth rate of TFP in Henan represented and the multi-level innovation which included the investment intensity of innovative capital,human capital and institutional capacity. The result shows that the institutional capacity reflected significant effect on enhancing the quality of economic growth in Henan in the short time while the investment intensity of innovative capital and human capital did in the long run.

Abstract:The development of strategic emerging industries is a major national science and technology strategy,strategic emerging industry vertical integration of Patent Alliance on the industrial effects contribute to the development of regional industry. This paper constructs the strategic emerging industry vertical integration of patent alliance game model,analyzes the regional strategic emerging industry vertical integration of Patent Alliance on regional industry influence. Research found that regional strategic emerging industry vertical integration of Patent Alliance Construction Trend is instable,and is affected by existing regional industry patent alliance and regional resource endowment,vertical integration of Patent Alliance has a leading role in strategic emerging industry. Finally, this paper puts suggestions corresponding industry development.

Abstract:Based on the datasets drawn from annual surveys of Chinese manufacturing firms,and the Nicholas Bloom’s model,this paper analyzes the influence of the R&D intensity on firm productivity. The results show that R&D does have a significant positive effect on firm productivity. In consideration of the spatial economic differences in China,further analysis found that the effects of R&D on firm productivity are stronger in cities with relatively more Marshall intensive agglomerations and are weaker in cities with relatively more intensive Jacobs or Krugman agglomerations. Therefore,“free riding” in R&D exists in cities with relatively more intensive Jacobs or Krugman agglomeration. Finally this paper demonstrates the different effects of agglomerations on R&D in view of firm size and ownership structure respectively.

Abstract:With the implementation of new industrialization strategy,Chongqing’s economic level and industrial power have increased dramatically. A retrospect of the past achievements and experiences can simultaneously help lessons be drawn from the process of adoption of this new strategy,which is beneficial to further industrial progress. This article measures the new industrialization level and its development tendency in Chongqing by analytic hierarchy process and grey correlation degree analysis through a specially-constructed evaluation index system. The study demonstrates that the city’s longitudinal neo-industrialization development has presented an inversed-U pattern; when referring to specific sectors,some traditional industries have a relatively high standard in the process of new-industrialization,whilst other emerging and promising ones have a low level. Based on these results,related recommendations and suggestions are put forward in this essay to make reference for neo-industrialization in new times.

Abstract:The western region of China is the key area that water resources and hydropower will be development in recent years. As a minority inhabit district,the vast majority of the population of the national minorities live in the region. Because of the construction of engineering project,lots of production and living materials have been occupied,such as land and houses. Many minorities’ residents need to be resettlement. However,in the process of resettlement,many migrates will face with a variety of problems,even fall into the “weak” situation. We need to take some measures to deal with the problems. National social work is an effective professional method. Its professional work methods can help us diagnose the vulnerable groups of involuntary resettlement facing with economic,political,cultural,social and psychological problems. The basic ideas endow superior work object consciousness,value consciousness and professional goal consciousness to the work on the assistance of vulnerable groups. Its individual,group and structure systems contain much effective strategies that the can intervene in the vulnerable group of involuntary resettlement.

Abstract:In this paper,based on energy technology innovation perspective,using the “selection-competition-adaptation” mechanism of evolutionary economics,we study the transformation process of coal resource-based economies. We think that mechanism of energy technology innovation to promote the energy structure and industry evolution is the realized path of coal resource-based economies transformation. Finally,taking USA as an example,we analyze the characteristics and teachings of energy technology innovation policies.

Abstract:The stability and healthy development of natural gas market is closely related to the national energy security strategy,the enterprises’ goal of huge investment of recycling,and utilization of the natural gas users. Researching the status quo of the natural gas market in depth,analyzing the market development bottleneck,studying quantitatively the enterprises’ management efficiency and influencing factors,then actively exploring the correct development of natural gas market in China are of great significance. According to the gas industry enterprises’ unbalanced panel data from 2000 to 2011,this paper used three-stage DEA model to analyze the companies’ technical efficiency (TE),pure technical efficiency (PTE) and scale efficiency (SE). Study found that more than 50% of the sample companies failed to meet the effective frontier,and the cause of low technical efficiency (TE) was mainly due to the company size which was not in the best state,that was scale efficiency (SE) was on the low side. The whole pure technical efficiency (PTE) was high,which showed that the operation and management in the gas companies were relatively good,without major decision-making errors,and this efficiency was less affected by the external environment factors. The volatility of scale efficiency (SE) was the most obvious,and the wave path were consistent with technical efficiency (TE)’s.

Abstract:As a “rising sun industry”,the cultural industry has become an important factor to promote economic growth,and strengthens comprehensive competitiveness of urban and areas. Using grey relation model,using related data from 2006 to 2010 years of Chongqing,this paper analyzes the correlation degree size between the factors affecting the cultural industry and the added value of cultural industry,then analyzes reasons of the result based on the correlation degrees size. The results show that the industrial environment,government policy,social cultural environment and the development of cultural industry are the most closely,it means that they will be important factors to improve the development level of the cultural industry in Chongqing. The paper also finds that their own needs of urban residents and human resource elements don’t play very important roles in the development of cultural industry in Chongqing. The development of cultural industry is more dependent on enterprises and policies of the government.

Abstract:The main purpose of the study is to discuss the influence of transformational,transactional leadership on leadership effectiveness and the mediating effects of leader-member exchange. By a survey of staffs of enterprises and institutions in southern China’s Xiamen,Foshan,Changsha,and Hefei city,the study empirically explores the relationship among transformational and transactional leadership,leader-member exchange and leadership effectiveness separately from high order construct level and dimensions level of leadership behavior. The results show that: (1) Overall,transformational and transactional leadership have significant positive impact on leadership effectiveness. However,different dimensions of leadership behavior have different impact on leadership effectiveness variables. (2) Overall,leader member exchange has partially mediating effect in the two pairs of relationships between transformational leadership and leadership effectiveness,and transactional leadership and leadership effectiveness. But not all leadership behavior dimensions have impacts on leadership effectiveness through leader-member exchange. The conclusions provide some guiding thoughts for transformational and transactional leadership practice under the background of China.

Abstract:In this paper,using the data of Chinese listed companies from 2006 to 2010,we make an empirical study on the relationship between managerial stock options compensation and investment decisions of Chinese listed companies. We find that managerial stock options compensation and investment decisions are endogenous; stock options compensation influences long-term investments positively and significantly; company’s long-term investments also has an positive and significant influence on stock options compensation. Then controlling other factors and endogenous,and introducing the concept of Vega,we find that the stock price volatility will increase the value of executives’ stock options,and reduce their risk aversion,thereby increasing their pursuit of long-term interests of the company,so they will increase the company’s long-term investment.

Abstract:This paper selects IPO data from 2006 to 2011 in China A share market,and studies the relation between speculative behavior in new share and IPO underpricing using a multiple regression model. The empirical results indicate that speculative behavior in new share and IPO underpricing is significantly positive correlation. The indicators that reflect speculative behavior in new share have a significant positive effect on IPO underpricing. The indicators include initial market capital,turnover rate on the first day of IPO,and stock price fluctuation degree on the first day of IPO.

Abstract:Based on ystematic summary of the performance evaluation of the status quo of college social services,this paper analyzes the purposes,guiding ideology,evaluation principles and processes of Hunan College of Social Service Performance Evaluation Index System. By screening two index system,the authors build a provincial university social service performance evaluation index system: 3 level indicators-the input index,the output index and protection index and eight secondary indicators and 25 three indicators. Finally,the values of indicators are empowered by AHP method.

Abstract:Citation analysis,cost method,expected income method,and capacity method are the research methods with Knowmetrics characteristics. From the quantitative point of view,we explore the specific application of these methods in the talent evaluation. Both the indirect talent evaluation based on citation analysis and direct talent evaluation based on the direct costs,expected revenue,capacity method are analyzed. Studies suggest that these types of methods have advantages,but also have own application conditions. Article also describes the knowledge-metrology in personnel carrier,such as a high stock of knowledge as well as knowledge-based national level university evaluation. During the evaluation,citation analysis and scientific knowledge measurement indicators have a wide range of application value,and play a key role.

Abstract:There still exists a great gap between the increase of patent applications and the innovation performance in China as reflected in the reports of USITC and Europe Chamber for Chinese indigenous innovation policies. China’s patent promotion policies should be redirected from focusing on “quantity” to surrounding the core of “quality”. Presently and in the past,China’s patent promotion policies have some problems: dulling the stages,over-advancement or far- behind; negligence of marketing-system rules with improper “planning” thinking of ways; lower level of opening-up with excessive slant for protection etc.. These are barriers we have to step over to establish an operating-well innovation system.

Abstract:The current environmental justice specialization in China is still at the primary stage of development,which is showing that environmental courts have been set up across the country and assumes a surface phenomenon of excessive quantitative. But the development of the system security with the environmental justice specialization is comparatively backward. The system operation of environmental justice specialization began to deviate from the original purpose,faced the obvious contradictions and problems. Therefore,the value and function of environmental justice specialization is difficult to implementation. Under the objective conditions of environmental protection requirements and environmental disputes number growing up,we should face and think the present mechanism obstacles of environmental justice specialization,and insist on the logical principle to protect environment resources and maintenance people’s environmental rights and interests. By breaking through and improving the macro concept,medium program and micro responsibility system,the further development of environmental justice specialization will be actually promoted.

Abstract:The modification of “Criminal Procedure Law ”in 2012 brings not only opportunity but also a challenge for the official crime investigation work. Although it strengthens the attorney’s right to counsel and gives the suspect the rights to keep silence indirectly,but gives authority to use technical means of investigation for prosecution and clear evidence status of the electronic data at the same time. Facing with the worsening situation of China’s duty crime,procuratorial authority is supposed to transform truly the traditional mode of static testimony that is from people to matter and from confession to confirmation. Aiming at the features of frequency of counter-investigation,scarcity of clue,uncertainty of evidence,and weakness of chain,it is better to act positively and pay attention to collect and apply the renewable evidences result from counter-investigation of suspects by the way to attack from opposite side,find out button group,better evidence chain and enlarge the victory,thereby making the resultless cases to be irrefutable,the low-impact cases to be major,the individual cases to be collective.

Abstract:With the development of human society,especially since under the capitalist system,the production of only-profit,the pleasures of life,and the excessive dependence of the survival of a variety of serious lesions of the ecological environment constantly threaten the human development process and historical destiny. The Central Committee of the CPC eighteenth National Congress report proposes a comprehensive construction of ecological civilization. It is must to deal with the contradictions between human and ecology. The first should focus on nurturing the ecological environment protection concept,and the government setting an example; Second,it need to change the unreasonable way of life,a fundamental solution to narrow the gap between the rich and the poor and achieve common prosperity,to lay the material foundation for condensing ecological consensus,generating ecological goal,and promoting ecological civilization; Finally,to protect the ecological construction,the administrative examination way,accountability and the rule of law are needed.

Abstract:The sentencing substantive rule is a ruler to measure whether the sentencing is justice. It is the key to ensure sentencing justice and strengthen supervision that the judge and attorney sum up the experiences of sentencing,refine the sentencing thinking steps to construct the sentencing substantive rule. The sentencing basis is called ‘the scale of the ruler’,which is the sentencing parameter corresponding to a common shape of the count,resides in the foundation status in the discretion of sentencing substantive rule. Choosing the sentencing circumstances from the whole crime fact,classifying and determining the sentencing circumstances efforts,then adjusting the penalty are the core content of the sentencing substantive rules. The trend of constructing sentencing substantive rules is summing up the case sentencing experience with the method of statistics to collect typed inductive data,which has great feasibility undoubtedly by means of collecting guidance cases channels.

Abstract:Through a survey of five communities in Changsha City,using correspondence analysis to analyze the social space of life of residents of the five satisfaction，this author found that the type of community and life satisfaction were significantly associated with relationship. The overall satisfaction of life of urban residents is relatively high,although weak psychology reduces the life satisfaction of upscale community,but still significantly higher than that of the low-grade community. Measures to improve the life satisfaction of urban residents include: Firstly,we should increase support for disadvantaged groups,improve the grade of low-grade social space. Secondly,we should vigorously promote the construction of urban society and the integration of social space. Thirdly,we should innovative the concept of social management,digestion of the vulnerable state of mind in the upscale community in general.

Abstract:The healthy operation of economic system can’t separate away from the role of the government and the market,but the border of the market and the government definition and function division is very important. Abstract:From the genetic logic thinking to observe the internal mechanism of “Post-Jin Yong” chivalry fictions innovation，it can be seen that “the way of innovation by resistant mutations” represented by Wen Rui’an，“the way of inheritance by splitting a new path” represented by Huang Yi and “the way of revolution by gradual improvements” represented by Feng Ge in the Mainland New Knight-errant. Besides Jin Yong’s novels,the three kinds of logic thinking mentioned above together formed the efforts of creating classic works. Despite Some imperfection as for the innovative results of “Post-Jin Yong” chivalry fictions，a new understanding about “Post-Jin Yong” and the development process of modern Chinese chivalry fictions can be formed from the perspective of genetic logic thinking.

Abstract:This paper,using English poems and opening excerpt as research sample,conducts an empirical study on readers’ agreement. Rating scales and open-ended interviews alike have been employed in different parts of the experiment. Data show a commonality of response in five areas: language appreciation,relationship between phrases,intrinsic structure; and authoritative discourse and principle of politeness. The first three come from semantic restriction in textual interpretation agreement and the last two from pragmatic restriction in textual interpretation agreement.

Abstract:To strengthen the relevance and effectiveness of the continued training and education to university student members of the Communist Party of China is one of the most important tasks of the current university students’ Party building work. This study,based on the questionnaire survey,did the empirical research on the situation and demand of continued training and education to university student Party Members,and the study results are as follows: 1)The university student Party Members’ satisfaction degree of current continued training and education activities could not reach to a certain height. 2)The main factors to affect the enthusiasm of the continued training and education to university student Party Members are one selves low party spirit awareness and the empty unattractive learning contents. 3)The university student Party Members are generally approve the “Five types of pacesetter” outstanding university student Party Members standard. 4)The university student Party Members believe that the top three most effective forms of activity are watching movies,going out to visit and doing voluntary services. Furthermore,the paper puts forward related countermeasure and suggestions for the above research findings.

Abstract:With the trend of globalization,to improve the students’ intercultural communicative competence is becoming more and more important. In this study,the non-English major college students as subjects,intercultural communication ability of college students were tested within a period of four months of cross-cultural communication. The students discussed in class to complete ten about cultural differences and the topic,used of intercultural sensitivity scale test to improve the effect of college students’ intercultural communicative competence before and after the experiment. Finally,according to the results of the experiment,strategies are put forward to promote college students’ intercultural communication. A reference for future research are provided.

Abstract:Graduate education is the highest level of higher education personnel training of top creative talents of China’s socialist modernization culture channels. The graduate social practice are education activities to improve the overall quality of the graduate students,to promote quality capability,and to cultivate the graduate innovative spirit and practical ability. Emphasis on the training and upgrading of social practice in the post-graduate education is the way to train high-level innovative talents. There are many problems in postgraduate social practice.
