    • The Stationarity of Regional Fiscal Expenditure of Public Health in China: Evidence from LM-type Unit Root Tests

      Abstract:In this paper, mixed cross-sectional data and time series data are employed to explore the relationship between public health expenditure and income as well as other factors which have nothing to do with income in China from 1991 to 2010. In order to study the stationarity of these variables, this paper does not use the critical value of the asymptotic normal distribution, but conducts panel LMunit root tests to reflect the structural changes using finite sample critical values obtained by the Bootstrap method. It is an important conclusion that the government budget deficit can exert long-term significant impact on public health expenditures. So, this paper provides supporting evidence on significant difference in the fiscal policy of public health as well as the health service coverage between rich and poor areas.

      Abstract:A survey was carried in 125 small towns and 86 villages in 11 provinces and cities such as Chongqing and Sichuan. Its target is to reveal the structure of three-tier medical network in China rural, the situation of health-care institutions at small town and village, government funds, doctors in primary medical care, new rural cooperative medical system, the difficulty and high expenditure when seeing doctor. The problems that quality of partly medical network is relative poor, utilization of some government fund is not high, some small clinic is in rather difficulty, individual aid project goes through the formality are found and corresponding countermove are suggested.

      Abstract:Modernization is a dynamic and developing research category with distinctive features of history intertwined with regional,temporal and spatial coupling,complexity,and diversity structure. On the basis of richening connotation and characteristics of modernization,this paper constructs the evaluation index system of modernization. And this paper tests and analyzes the Zhejiang province’s modernization level during the period of “11th Five-Year Plan” from the national, provincial, city and many other perspectives. The results show that Zhejiang has basically realized the regional modernization, but the modernization process still exist with economic modernization main problems, and this situation in each province of China and each district of Zhejiang province is widespread at presence. And Zhejiang’s pushing forward the modernization of the main challenge is innovation of science and technology and environmental improvement. Strengthening the independent innovation and new city construction of Zhejiang is the key initiatives to achieve higher levels of the modernization level in the“12th Five-Year Plan”.Key words:

    • The Empirical Analysis of Regional Plate of Urbanization and Urban-rural Income Gap

      Abstract:The paper has divided 38 counties of Chongqing into four regions, including core urban area, 1 hour economic circle, northeast of Chongqing, and southeast of Chongqing. Using the panel data of vector autoregressive model, the paper analyzes the relationship between urbanization and urban-rural income gap on the city’s urbanization level and the regional plate from 2000 to 2012. The results show that: Theil index of urban-rural income curve shows the characteristics of significant inverted U-shaped at the vast majority of districts in Chongqing. But in the vertex of the inverted U-shaped curve, the absolute quantity and emerging time have distinct regional differences. The urban-rural income’s Theil index of impulse response process has a significant difference in the city and regional plates. Only the urban-rural income gap of core area has reverse pulse response to the urbanization rate. In other words, the improvement of urbanization rate will narrow the income gap between urban and rural areas. According to the empirical results, this paper proposes that at the same time of advancing the new urbanization, gradually narrowing the income gap between urban and rural areas, we should accelerate to break down the institutional constraints which lead to income distribution inequality of urban and rural.

      Abstract:This paper decomposes the market information of stock market and bond market into six types. The response characteristics of Chinese stock market and bond market to these information are examined by VMA model. The study shows that the different information may yield characteristics impact on the return, volatility and trading volume of the two market. Generally speaking, the impact of these information on the stock market is more significant than that on the bond market.

There are both unprecedented opportunity and adjustments in new round of technological innovation at the same time.       Abstract:By exploiting Chinese provincial officials data, this paper empirically studies the economic growth effect of official matching. The authors find the economic performance is affected by the source matching types of party secretary and governor; matching type of party secretary and governor not from local has relatively low economic growth performance; with the change of cadre management system, the relative importance of party secretary and governor reverse. The findings provide a useful enlightenment to optimize the efficiency of the allocation of cadres and officials.

      Abstract:Wind power has been developed rapidly in recent years. With a lot of wind power farms were built and put into operation, the importance for wind power equipment manufacturers to construct aftermarket and develop aftermarket services becomes more and more obvious. In this paper, the motivations for wind power equipment manufacturers to develop aftermarket services were analyzed. Wind power equipment aftermarket’s connotation and service types, like logistics services, technical services, financial services, training services, information and knowledge services, were studied. A service mode of wind power equipment aftermarket based on wind power industry service alliance is put forward. Three strategies for wind turbine manufacturers to improve aftermarket service capability are proposed.

      Abstract:In study of the explicit characterization of creative industrial cluster, it can be found that knowledge sharing activity has great influence in this area. In this article, author constructs a creative industries cluster knowledge sharing decision-making multi-stage game model. By analyzing this model,the author finds multiple factors of creative industrial clusters of enterprises to implement knowledge sharing which include the knowledge sharing of development costs, absorptive capacity factor, enterprise knowledge sharing knowledge capacity of the market, enterprise cooperation before the share market effect coefficient and cost coefficient of knowledge sharing, cooperation, and each factors of knowledge sharing has a different mechanism. Through knowledge sharing, the product equilibrium price can be promoted. But whether to promote the profit of the enterprise depends on knowledge sharing market capacity change brought for the enterprise and R&D cost reduction and knowledge sharing cost comprehensively.

      Abstract:Based on data of Chinese listed companies’ private placements from 2006 to 2009, this study tries to shed light upon the relationship between large shareholders’ behavior and earnings management and long-run operating performance of listed companies after the private placements by first using a difference-in-differences matching approach. We find that firms conducting large-shareholders-oriented private placements have inordinately poor operating performance during the first two years after the placements. It implies the existence of earnings management.

      Abstract:With the development of Small and Medium-sized Enterprises (SMEs), their mutual cooperation is playing a significant role in promoting China’s economy. In this paper, we build an evolutionary game theory model of SMEs’ cooperation capturing the evolution of SMEs’ mutual trust dynamic process. It is found that the direction of the system’s evolution depends not only on the game payoff matrix but also on the initial state of the system. Other key factors influencing the SMEs cooperation are monitoring frequency, punishment intensity and counterfeit cost. The conditions for the enterprises cooperation are found. This research helps us understanding how to guide enterprises to achieve win-win business.

      Abstract:In the development of low-carbon economy, and the context of carbon labeling system,China’s food enterprises’ willing to pay extra cost on carbon-labelled food becomes one important criterion to measure the level of industrial modernization. Through the investigation and analysis of food industry enterprises, we made the conclusion of energy consumption, technical capacity and government involvement, ISO14000 environmental management certification significantly affecting the enterprises’ willing to pay extra cost of carbon labeling food. We suggest that, at present, the carbon labeling food manufacturing should be more emphasis on external push for the government. And the regular monitoring the enterprise environment management status of government will significantly promote them to invest the technology innovation, and further improve energy efficiency.

      Abstract:This paper analyzes qualitatively and interprets the adaptation mechanism and its encoding and decoding principles of the propagation behavior based on the cross-domain propagation mode of the ternary subjects of “HumanMachineThing” in the environment of Internet of things, then researches empirically on the multi-agent propagation behavior of Internet of things by applying TFNMD and using for reference an application example of network system. The quantitative evaluation and performance test of propagation architecture of Internet of things are implemented according to the results of fuzzy comprehensive evaluation. Finally, this paper confirms the propagation system of Internet of things is superior to the existing propagation system in the propagation performance through the sorting weight of the propagation effectiveness index of the empirical system, and the experimental results match the expected.

      Abstract:The effect of science popularization activities is the result of common effort in knowledge chain of science popularization creation and dissemination. Science popularization team plays a core role in the realization of science popularization resource sharing. Under the condition of moral hazard, short-term cooperation models can’t effectively motivate project leader to work together. Based on principal-agent theory, this paper designs long-term cooperation models of science popularization project under the condition of repeated game and proposes to establish expert database and reputation archives of science popularization workers for objective evaluating ability of science popularization workers. Through the analysis of the mathematical model, the author thinks that the reservation utility of project leader should be no less than the sum of discounted reservation utility of short-term cooperation mode by science popularization capacity and the expected revenue loss. The long-term cooperation mode achieves win-win results by balancing the profit between the parties and provides theoretical basis and advices for science popularization activities of exploration and innovation.

      Abstract:The litigations on the infringement of trade secrete is increasing rapidly. These cases are difficult to handle, and especially during the trial of cases involving technical secrets it is required to ascertain the technical facts. On the one hand, certain matters including the concept of technical facts and relevant concepts, the burden of proof between the two parties to a case, and the rules for the collection, present and challenge of evidence, shall be determined. On the other hand, an approach on the author of the ascertainment which may benefits the ascertainment of the technical facts shall be established. In fact, relevant concepts and approaches under Patent Law as well as in experiences from the judicial practices of local courts may provide us with the approach and method to solve the problem. Therefore, it is needed to fully discuss the fact finding of technical facts in order to perfect the judicial trial of trade secrete cases.

      Abstract:Although the duty to disclose information can play an important role in settling disputes arise from modern contract, it has not been adopted by Contract Law of China as a pre-contract duty which main obstacles are created by the presumption of parties to contract and the hypothesis of contract model of classical contract theory. However, challenged by modern transaction circumstances and new contract theories, the classical contract theory has been losing its legitimacy. Against this background, analyzing the said obstacles in detail and finding the rationality and value of the duty to disclose information in relational contract theory based on the characteristics of modern contract can help a lot in constructing the legal institutions of the duty in China.

      Abstract:As a contractual arrangement of avoiding risks, derivatives trading has never been broken off in human history. The more complex and uncertainty of trading are, the more advanced the derivatives trading will become. Due to its highly speculative characteristics, derivatives trading had been regarded as gambling and refused to acknowledge its validity of private law in many countries for long time in human history. In the early twentieth century, realizing the positive significance of hedging derivatives trading, people tried to distinguish between helpful derivatives trading and pure gambling contracts in the private decisions and the legislation, but it was not successful. In the late twentieth century, capitalist culture’s tolerance to speculation and the argument for hedging function in the economic theory made the derivatives trading’s reprehensibility of the morality fade away. Courts gradually gave up scrutinizing the derivatives trading’s legality of the private law. After the 2008 financial crisis, although public opinions and academia still take some derivatives trading as some kinds of gambling and questioned their legality, most countries’ regulation of derivatives trading does not return to the tradition.

      Abstract:With the rapid development of modern society, the network technology is applied into the tide of anti-corruption. Through the analysis of 10 typical network anti-corruption cases, it can be reflected that network anti-corruption is the embodiment of general acceptance of civil society, with high anti-corruption efficiency and convenience, and reduces the risk of report. At the same time, there are also some problems in network anti-corruption. Based on these factors, the author proposes that builds the network anti-corruption culture in macro, perfects the network anti-corruption system in meso, and improves network anti-corruption body quality in micro. At last, this paper puts forward some countermeasures.

    • On the Rule of Presumption and its Application

      Abstract:Presumption, a legal relation set up between foundation facts and presumed facts, is a supplementary method to propel the proof of facts in cases. However, in order to avoid over-interpretation of presumption, which is to trigger deviance of concept and application rules, its concept and application conditions should be defined. This article hereby argues that the very nature of presumption both limits its application in only the presumption of law, excluding the inference to facts unknown by judicial magistrate, and denies the possibility of conclusive evidence or fact. The function of presumption is to shift the burden of proof, which will go against Presumption of Innocence in criminal procedure. This determines the presumption that is mainly used in the field of civil litigation, being not evidence, could not reach the standard of proof of “beyond reasonable doubt” in criminal cases.

    • An Empirical Research on City Inspectors’ Public Image

      Abstract:By employing the methods such as literature analysis, questionnaire survey, interview and statistics analysis, this article undertakes an empirical research on city inspectors’ public image, aim to study the structure of city inspectors’ ideal image and status of existing image. The results show that City inspectors’ ideal image can be divided into five dimensions: high professional ethics, professional knowledge and skill, modest and caring personality, flexible operating style, decent and good manners, among them, high professional ethics is the core factor; Publics have high standard for city inspectors’ ideal image which includes cadres quality and staff attitude. Publics give low scores on their existing image, especially the grassroots(p<0.05); The scores on existing image of different type of occupations reach significant difference (p<0.05). According to the high standard for ideal image and low opinion of existing image, this paper puts forward four relevant countermeasures.

By predicting the future burden ratio (aging indexes) of Chinese Pension System and comparing the pension cost rate and contribution rate, this paper analyzes the risks exiting in the Chinese pension fund and concentrates on the game of pension fund risks between government and enterprises. At last, the article proposes the measures to regulate the game behavior and complete the pension fund system.

      Abstract:The research adopts content analysis, Delphi method to study the research status of online trust in foreign countries from the year of 2000 to 2012, which makes an overall review on the influential factors of online trust, the structure of online trust and the consequences of online trust. The conclusions are as follows: firstly, the influential factors of online trust are respectively the characteristics of the one who trusts, the one who is trusted and the characteristics of communication media. Secondly, the structure of online trust is multidimensional, which constitutes integrity, sincerity and ability. Thirdly, different online activities lead to different influence. But the common thing is that trust affects the attitudes and manners of the person who gives trust. Fourthly, the study on online trust has made great progress, but it also needs improvement.

      Abstract:The quality of higher education has become the research hotspot. “2011 plans” will promote a fundamental change of the way of the development of higher education. During this transfer, cooperative innovation has become one of the most important “grasper”. To improve the quality of higher education, we must clarify the internal demand of higher education which can be internalized into the development pattern of demand. The development way of colleges and universities is the key and is related to the quality of higher education. Colleges and universities must break through all kinds of barriers, and develop endogenously. The connotation development pattern reflects the strategic demand in eight aspects: goal integration; orientation; quality improvement; university management; establishing the brand management; modernization of management; culture construction and strategic operation. In this perspective, the collaborative innovation path needs "five-in-one" education mode as the core and controls the macro dimension, to achieve a high degree of organization coordination, management collaborative and strategic cooperation.

    • A Study of College Students, Scientific and Technological Innovation Culture on Non-Intelligence Factors: In the Perspective of Education Linkage

      Abstract:Scientific and technological innovation is the result of intellectual and non-intellectual factors working together. The survey found that non-intellectual factors of Chinese college students ’ scientific and technological innovation overall are not optimistic. The reason lies in the lack of cohesion linkage at all levels of education. It needs to establish integrational personnel training system to achieve organic convergence of the various stages of education in school in order to culture the scientific and technological innovation non-intelligence factors of college students. So this paper recommends thinking highly of non-intellectual factors and putting it into the school system at all levels of education; Reforming the traditional personnel training way and vigorously carrying out personalized and diversified personnel training in schools at all levels; building the integration of innovative talent training of innovative talent training mechanism in schools; Deepening education reform to optimize the educational system at all levels of talent recruitment examination and evaluation; strengthening ideological and political education and foster scientific and technological innovation mission and responsibility.
