Abstract:With China’s rapid economic and social development, LUCC and its structure are changing all along and becoming a hot issue. Integration of the two cities is the unique type of land use change with Chinese characteristics. Taking integration area of Zhengzhou and Kaifeng which have been entering a rapid and down-to-earth development as a case, the paper analyzes LUCC and its dynamic changes, construction land expansion model and driving factors for the study area based on RS and GIS by using 2004, 2008 and 2010 year TM images and related economic data. The results are obtained as follows: 1) the farmland and construction land-use were main LUCC patterns, construction land-use was rooting in cultivated land and unused land, its growth rate was the biggest and the proportion was gradually increasing; the cultivated land is gradually reducing; there was little change in water area; the area of unused land and woodland were also little, and reducing as time went by. At the same time, the comprehensive index of land use was gradually on the rise in study period. 2) Construction land expansion model met the “point-axis” spatial structure. In a smaller scale, the new construction land was mainly located in Zhengdong New Area, Kaifeng New Area and Zhongmu country as the centers showing the layered structure expansion; there are zonal expansions in both sides of Zheng-Kai Road, and the towns and villages away from the three core areas was low-density continuous expansion. 3) The expansion of construction land was the results for multiple driving factors which were mainly affected by natural and geographical environment, transportation construction, economic development and government policies, but the last factor was the most significant.

    • Effect of the Tourism to Manufacturing Agglomeration and Economic Growth: Evidences from West China

Abstract:Based on the data from the west China development, the paper carries out the relationship between tourism development, manufacturing agglomeration and economic growth, and it further identifies the effect of tourism expansion on manufacturing agglomeration. The results show that the manufacturing agglomeration has been declining, it doesn’t increase economic growth. And the west tourism overall promotes economic growth. The relationship between tourism development and manufacturing agglomeration is pour U , and at the left side of the curve. So there is no “de-industrialization” effect. But the long time economic growth would become slow if the tourism excessively prospers.

Abstract:This paper adopts the case study method to analyze the implementation effects of the reform pilot policy from the transportation industry to start. This paper applies the event study method to study the influence mechanism of the tax reform pilot policy on stock yield of the transportation industry. Meanwhile, it calculates and researches the changes of the tax burden of these enterprises, and provides suggestions for the promotion of the reform policy in nationwide. Results indicate: 1) The announcement of the reform pilot policy affects the stock returns of the transportation industry in Shanghai. In a period of time before and after the publish of the policy, the stock of the pilot enterprises has positive effect on price, the stock price of each subindustries fluctuates differently. Because of the “plate effect”, the reform policy also causes the stock price of the enterprises fluctuates positively which is beyond the pilot scope to some extent. 2) In general, the tax reform policy effectively reduces the tax burden of the transportation industry in Shanghai, but the existence of the area restrictions and the input taxes aren’t fully deduct factors result in the temporary increase of the tax burden of a fraction of the transportation industries.

Abstract:This paper investigates the response feature of the domestic economic to shocks of international financial market and international trade with capital controls, and the influence of deregulation on economic stability within a dynamic stochastic general equilibrium(DSGE) model for China’s economy. We find that: 1) The effect of capital controls is nearly the same as that of complete controls. Net exports will form a larger premium to interest rate parity, and the persistence of foreign exchange market shocks is relatively lower. 2) The shocks of foreign exchange market change domestic consumption and net exports via the international risk-sharing mechanism, but capital controls will suppress risk-sharing mechanism to play. Capital controls would make the trade shocks be quickly suppressed, but domestic economic variables are impacted laggedly. 3) Perfect capital mobility does significantly increase economic fluctuations; but under the current strict capital controls, moderate deregulation does not affect the economic stability; to some extent, it is beneficial to the stability of output, consumption and interest rates.

Abstract:Based upon theory of ultimate ownership structure and principal-agent theory, this article raises the problems of endogeny, which is very likely to exist between ultimate ownership structure, severity of agency problems and firm performance. So the author collected panel data of 118 agricultural listed firms during 2004-2010, and constructed three-stage least square model to analyze the complicate relationships between these variables mentioned above. There were some interesting findings as following: firstly, both severities of two types of agency problems played striking negative role in ultimate ownership structure, and ultimate ownership structure was very remarkable negative to the severity of second type agency problem. Next, outcomes of the empirical analysis certified that firm performance had a great influence on the gravity of agency problems, while it could not draw a safe conclusion that two kinds of agency problems’ seriousness had impact on performance of firms. At last, ultimate ownership structure had great positive impact on firm’s performance, which, however, played a distinct negative role in ultimate ownership structure.

Abstract:In the criminal court, the democracy idea of justice which is represented by Jury and the legalism idea of justice which is represented by the judge have conflict sometimes; the conflict between both sides is solved by the criminal Jury authority system. The criminal jury has veto function to legal application in the case of a verdict of unguilty, which renders the legalism make place for democracy to prevent law harm human rights in criminal case. However, the Jury doesn’t have the rights to create law, which renders the democracy make place for legalism and can prevent accidents of democratic tyranny. From the institutional arrangement of criminal jury authority system, its preferential value is to protect human freedom, and not to realize judicial democracy.

Those differences are caused by the divergence that exists among their higher education administrative system, i.e. decentralization system and centralization system. However, there are similarities in the environment and tools of higher education quality standards of those three countries. Three countries have a comparatively perfect legal environment, and they all have responding state laws that guarantee higher education quality standards’ formulation, execution, evaluation and control; besides, they have similar tools. Three countries adopt the same method, i.e. combining self-evaluation with external evaluation. Their evaluation procedure is basically the same.
