Abstract:Owing to the development of urban areas, rural area in China is changing fast. Based on some memory and surveys of the YGZ village in north China, this paper shows that what has been depressed is the agriculture but the village itself is not. Investigation shows that the YGZ village is still maintaining a small-peasant economy model, but with grain production activities been out of the main activity category, that state is closely connected with the transformation of agricultural raw product, the land adjustment, urban development and grain’s price change. Non-farming job in urban sector has been become the main type of rural economic development, away from the village, countrymen are earning their life in the urban. However, unlike the hollow village, people in the YGZ village haven’t given up the land, through learning by doing, trying in doing, they are seeking their own survival roads. Up to now, villagers in the YGZ village may need to face another choice. How is the future of this village? It still needs to study continuously. Meaningfully, the investigation method taking by this paper, starting from the analysis of typical events, is still an effective way to follow-up studies.

Abstract:The New-urbanization, which means the integration between urbanization and industrialization, is the important engine of the China’s economy further development and transition. At the same time, it is worth of special study to the question of how to drive the integration between urbanization and industrialization in Western underdeveloped region. In the paper, PVAR model is constructed for an empirical study on the effect of the integration between urbanization and industrialization in Western underdeveloped region based on the panel data of Three Gorges Area of Chongqing during the period of 2003 to 2012. We find that, 1) the agriculture development has a weak and negative effect on the urbanization, which means so-called “adverse urbanization”, while the urbanization has prominent and positive effect; 2) there is an interactive and effective mechanism between manufacture and urbanization, and the effect of the integration is very prominent; 3) there is no prominent effect of the integration between urbanization and service. Policy implications of the study lies: perhaps it is an optimal choice to encourage the coordinate development among modern agriculture, manufacture and urbanization.

Abstract:This paper tests implications of full consumption insurance. With observations on consumption and income in 2 years from the China Family Panel Studies, the results for the two specifications (exponential utility and power utility) are consistent with full consumption insurance. Individual consumption responds to aggregate risk but not to idiosyncratic risk. The changes in household income are not significant to consumption. Under consideration of financial development, the results show that, financial development has no significant effect on individual consumption respond to aggregate risk, while it has a significant effect on the contribution of income to the consumption for one specification (power utility).

    • Study on the spatial distribution of housing development investment under the capital flow and capital stock allocation of urban infrastructure

Abstract:Firstly, this paper makes a clear distinction between urban infrastructure capital stock and capital flow, and then tries to introduce the two types of variables into same analysis framework, and takes an empirical study on the relationship between the location choice of housing development investment and the capital flow and capital stock allocation of urban infrastructure by using the 31 provincial panel data. The results show that for the same area, if we control the other affecting factors, the urban infrastructure capital flow’s influence on the location choice of housing development investment is far greater than that of the urban infrastructure capital stock. And for the different area, the areas which have larger capital stock of urban infrastructure affect the location choice of housing development investment more than these areas which have small capital stock of urban infrastructure.

Abstract:This paper estimates and decomposes the provincial agricultural TFP from 1978 to 2011 by DEA-Malmquist productivity index method, and observes carefully the temporal evolution of difference, regional distribution and group growth efficiency. The study finds that agricultural TFP growth is mainly determined by the rate of technological progress and technical efficiency, but the role of technical efficiency is limited. Agricultural TFP and technological progress index show cyclical changes, and technical efficiency index with inverse cycle stages. Agricultural TFP efficiency change is unbalanced. The difference is significant among provinces. Agricultural technical efficiency index is generally not high. Agricultural frontier technology progress is satisfied in the Central and Western regions. Growth effect of the main efficiency index is obvious in municipalities. The main efficiency index is obvious in divergence effect, but the trend of convergence effect and spillover effect is not significant. Besides the factor input, business model innovation is more important. So agricultural economic growth and sustainable development should be the path of the mode of two wheels drive in the future.

Abstract:Macroeconomic policies affect microeconomic behavior through different channels, and these influences have significant differences under the different background of systems. With the panel vector auto regression technique, this paper studies the monetary channel and credit channel of monetary policy transmission effects on corporate capital investment under the different system background. The result shows: the two kinds of monetary policy transmission channels are positively related to the capital investment. Compared to the private enterprise, state-owned enterprise capital investment is more sensitive to two types of monetary policy transmission channels. Monetary channel has a stronger positive influence on higher level of financial development region enterprises. And the credit channel has a stronger positive influence on low level of financial development region enterprises. The results of the study could improve the efficiency of macroeconomic regulation.

Abstract:Because of the majority of Chinese enterprises lack exchange rate risk management, fluctuations and uncertainty of exchange rate increases, more and more enterprises undertake the exchange rate risk. Thus, constructing scientific and reasonable emergency mechanism system of exchange rate risk has a realistic significance. The paper analyzes emergency mechanism system of enterprises exchange rate risk and sixteen affecting factors by using interpretative structural model. In the model, the construction of emergency mechanism system of enterprises exchange rate risk will be influenced by sixteen factors, these factors are classified into 5 grades, two direct factors and five fundamental factors are cleared. This paper attempts to provide a theoretical basis for the construction of mechanism system of exchange rate risk, and gives an effective path to emergency management practice

    • Efficiency comparison of team incentives based on different game timing under reciprocity

Abstract:By incorporating the reciprocity into the utility function, this paper develops a game model of team production, which descripts the ability and the reciprocity simultaneously, to probe the intrinsic mechanism by which the reciprocity influences the team efficiency under different game timing. It is found that the reciprocity may promote the Pareto improvement of the team efficiency, which is irrelative with the ability. As long as the final mover is a reciprocal instead of a standard self-interest one, the extent of Pareto improvement under sequential game is bigger than that under simultaneous game even if agents except the final reciprocal one move randomly. Therefore, the principal should select reciprocal agents to establish team and to ensure that the agents move sequentially. It offers a new theoretical explanation for the existence of the principal, and a new approach for team incentives.

Abstract:The dispute settlement mechanism of The United Nations Convention on the law of the sea is mandatory on the whole. The Convention establishes a sort of multiple heterogeneous mandatory jurisdictions, including judiciary jurisdiction, arbitration jurisdiction and auxiliary jurisdiction, and frames a kind of multiple mandatory processes in sequence, including pre-procedure, identification procedure, preliminary procedure and adjudication procedure. Facing Philippines’ strong push of the international arbitration unilaterally concerning Sino-Philippine South China Sea disputes, we can base ourselves on the multiple heterogeneous and sequential attributes of the Convention’s Mandatory Dispute Settlement Mechanism and let it serve us to make a clear justification for China’s “Double No” position and seek for the strategy and plan to maintain China’s sovereignty from the perspective of international law and thus provide a precautionary justification for China’s future position to the similar erosions to China’s sovereignty to win the support and understanding of the international community on China’s positions. We should use the preliminary procedure and adhere to the pre-procedure to make our objective stance to the arbitral tribunal’s acceptance of the case, use the rationae materiae and the issue of validity in time to explain why we assert that the arbitral tribunal has no jurisdiction to the case and use its award’s attribute to set aside the possible adverse ruling to maintain the state sovereignty.

Abstract:Regulatory standard is the standard which the manufacturer should follow. What the defense of regulatory compliance refers to is that when the product which conforms to the mandatory standard incurs the damage, the responsibility of the manufacturer could be diminished or exempted. Mandatory standard and the standards in tort litigation each has its own merits while China’s courts’ blind worship of the mandatory standard makes it endow the defense of regulatory compliance with more weight even finality. Courts’ refer to mandatory regulation virtually shows refer to the legislature and judicial, but this will result in no remedy for the injured when the product which causes the damage conforms to mandatory regulation. The role of the defense of regulatory compliance should be diminished to the extent that it could not only protect the right of the injured but also encourage the manufacturer to invent new products.

Abstract:The report of 18th Party Congress has put forward the construction of ecological civilization integrated into the whole process of modernization. Ecological construction integrated into economic construction is the top priority to the construction of ecological civilization; urbanization is an important carrier of ecological construction integrated into economic construction. Marxism believes that the movement of material production and reproduction of human society, in essence, is movement process of material transformation between humans and the nature, Marx’s Material transformation theory is an important theoretical basis for the socialist ecological civilization. Urbanization meets the basic principles of Marx’s Material transformation theory, but the modern urbanization accompanied by the capitalist mode of production, makes urbanization inevitably influenced by the capitalist mode of production and departed from Marx’s Material transformation theory. The Metabolism Rift appears.Through statistical analysis of the binary range variable for energy consumption and the proportion of the urban population, it is proved that urbanization is carrier to conserve resources, protect the environment, promote material transformation in order to achieve ecological civilization, but it must be in accordance to the principle that the allocation of resources is optimized, the economic structure is reasonable, and resource conservation is conducive, to embark on a road of urbanization with Chinese characteristics, and build socialist ecological civilization.

Abstract:The “211 Project”, “985 Project”, “2011 plan” are Chinese three strategic measures of reform and development of higher education in nearly twenty years. These major strategic reforms sounded the horn from a big higher education country to a powerful higher education country and accelerated China’s pace form a human resource country to a human resource power. However, the special nature of the higher education system itself and the reality of the institutional environment in China determine the contradictions between the national will and spirit of university, administrative power and academic power, external form and internal mental processes of reform in higher education. Therefore, accurately grasping the internal logic of reform and development of higher education, adhering to the harmony of the national will and the spirit of the university, coordinating the government guidance and the organic unity of university autonomy, unifying dialectically the external reference and the intrinsic shape draw, are inevitable choice to achieve “higher power” dream.
