Abstract:TPP and RCEP are seen as two key pathways for advancing Asia-Pacific regional economic cooperation, with the United States withdrew from TPP and RCEP is moving forward firmly, the academic community focus more on RCEP, and RCEP's call for substitute for TPP is growing.Can RCEP replace TPP? Whether it can bring more advantages to China and other countries or regions than TPP? Based on the GTAP model, the paper assumes that both TPP and RCEP are fully liberalized in the trade of goods, and the economic effect of their members and non-members is changed from four aspects:welfare level change, real GDP change, changes in terms of trade, import and export and trade balance.The study found that RCEP could replace TPP as seen from the overall interests of members and non-members.If TPP and RCEP realize the liberalization of trade in goods, the positive economic effect of members is very obvious, and non-members suffer losses in different degrees.If the trade in goods is liberalized at the same time, the economic effect of RCEP members is higher than that of TPP members; China's economic effects gains from RCEP's individual trade liberalization is higher than the economic effects obtained when TPP and RCEP are both established; Regardless of TPP or RCEP, the EU, Hong Kong and China's Taiwan will suffer losses when trade in goods is completely liberalized.In response to the challenges of future global regional economic integration, China should actively promote the global network of free trade zones from three circles.

Abstract:Promoting the structural reform of supply side is the main line of economic work in the current and future period, and is also the lifeline of our striding across the middle-income trap.The structural reform of supply side has created a list of new methods, such as coordinate transformation method, matrix-wave order method, total factor mobilization method, regression line refraction method and finite element approaching method.These methods focus more on diversification of the initial conditions, mathematical analysis tools, and cross discipline field, deepen the understanding of the theoretical system of the reform of supply side and construction of Marx's political economics methodology.

Abstract:This paper analyzes Chinese marketization process since the reform and opening up, and it outlines the logic chain of the impacts of marketization on human capital externality.Through adopting the survey data of urban household in Chinese Household Income Project Survey (CHIP2013)and panel data of Chinese provinces from 1997 to 2014, this paper gives empirical evidences for the impacts of marketization on human capital externality from the micro level and micro level.On a micro level, human capital externality is greatly constrained by the level of marketization, since human capital wage premium of cities with high level of marketization is higher than that of cities with low level of marketization.On a macro level, the threshold effect based on marketization level exists in the external influence of human capital in provinces on total factor productivity in regions.When the marketization index is higher than 5.62, the technology spillover effect of human capital will be significantly enhanced.

Abstract:Cultural embeddedness has a strong impact on innovation propensity of clustered firms.The clustered firms who are embedded in individualism and masculine are more likely to be involved in radical innovation, while those are embedded in power distance and uncertainty avoidance are more likely to be involved in incremental innovation.Strategic intent is directly related to innovation propensity of clustered firms, which means the stronger the clustered firm's strategic intent is, the more likely to be involved in radical innovation, and vice versa.Besides, strategic intent is influenced by cultural embeddedness.Deeply embedded in individualism and masculine contributes to strong strategic intent, while deeply embedded in power distance and uncertainty avoidance results in weak strategic intent.The empirical research shows strategic intent plays partial mediation role between cultural embeddedness and innovation propensity of clustered firms.

Abstract:Existing international business research only distinguishes the exploring and exploiting motives of internationalization, and points out that organizational slack is important for firm's internationalization, but ignores to discover how organizational slack impacts exploring and exploiting internationalization.Except that, organizational research on the relationship between slack resources and exploration or exploitation also obtains contradictory conclusions.Based on the resource rarity and absorption, this paper divides organizational slack into four types and examines how these four slacks influence exploring and exploiting internationalization.We find financial slack is positively related to exploring internationalization and negatively related to exploiting internationalization, meanwhile, relationship, operational and human resources slack are negatively related to exploring internationalization and positively related to exploiting internationalization.This study bridges the gap in international business and organizational research, and helps firm internationalize.

Abstract:This paper presented an assessment of the efficiency of online database used for scientific production in Chinese Project 985 universities in 2015.The methodology used was the Data Envelopment Analysis (DEA).The number of databases and the number of professors were used as input indicators.The number of scientific publications indexed in Scopus was used as output indicators.The study found that the use of databases to produce scientific publications was inefficient in most of the universities analyzed.The policy recommendations are:enhancing the level of research support service of the libraries, speeding up to promote the university library alliance to play their service value, strengthening the use of open access resources, adjusting policies of incentives for scientific research.

Abstract:Recently various circles of society in China are concerning about think tanks construction research.This paper analysed the status of China's think tanks construction based on bibliometrics.We hope the research could supply references for the construction of new types of think tanks with Chinese characteristics.Taking academic papers which are related to think tank construction from China National Knowledge Infrastructure (CNKI) database between 1961-2016 as sample, by using bibliometrics and visualizing CiteSpace, this paper analyzed the status and development trend of China's think tank research.The study shows that, due to the central leaders' high attention to impel think tank construction, in recent years there are significant improvement and development in related articles, related journals, research groups, communication carriers and research hotspots of think tanks, showing the development and phased features of China's new types of think tanks.

Abstract:The failure of the property right system of natural resources in China has caused the abnormality in cost structure of natural resource products and the singularity of price composition.Based on the theory of rent value dissipation, it is concluded that the non-performance of property right and price control are the root causes of the defects of natural resources property right system.To solve the above mentioned problems, we need to shape the natural resource property right system from the following four aspects, to clarify the structure elements of natural resource property right, to maintain its market transactions, to regulate the macro-management environment and to mediate the property rights disputes.

Abstract:The concept of "linear ecological civilization" is confronted with logical loopholes which are hard to justify. The concept of "systematical ecological civilization" should be taken as the guiding principle to inspect and construct the basic principles of the "Nuclear Safety law". The "policy to ensure security" and the "safety first principle" in the "Nuclear Safety law (Draft)" constitute a semantic repetition, which would be tantamount to the burning of the lyre and the boiling of the crane to include them all; The "defense-in-depth" policy does not possess the characteristic of a principle and it should be stipulated as a system; "Strict management" and "comprehensive protection" should be merged into "the strict supervision principle of the whole process". In addition, from the perspective interpretative theory, the "principle of clear liability" should be interpreted as the "decision-making responsibility" of administrative power to avoid and control nuclear risk from the source. From the perspective constructional theory, the principles of "information disclosure" and "public participation" should be added into the "Nuclear Safety law" to realize the goal of "supervising nuclear safety by regulators".

Abstract:The country's environmental protection obligations can provide theory origin and source of legitimacy to administrative agency as the holder of environmental public interest in compensation litigation, by the administrative authority to lodge a lawsuit.The establishment of the system of compensation for ecological damage should be based on actual needs of the judiciary, by reasonable configuration of executive power and judicial power in each stage of litigation, to make the decision for the compensation litigation for ecological damage lodged by executive branches more efficient.Therefore, it is necessary to perfect the whole process of the lawsuit, including its bringingp and pushing, decision making and execution.

Abstract:When Criminal Law manages cyber false information, too much is focused on combating direct publishing behaviors, but slacking off in the management of malicious forwarding behaviors. And such slacking is contrary to the original intention of dealing with false information, because the nature of cyber malicious information forwarding is deliberately publishing cyber false information. The loosening of attacking on malicious forwarding behaviors reasons in the lack of clear standards for the identification of "malicious forwarding". To solve this problem, we should consider the content forwarded and the motive of the forwarding behavior as factors, to presume whether the perpetrators are "malicious". At the same time, in order to achieve the justice of judicial determination, we should use the only association standard and anti-evidence rule to limit the presumption.

Abstract:Media coverage of court proceedings has always been limited by other competitive legal value.In the proceedings of pre-trial, trial and post-trial stages, media coverage has different impact on procedures and related interests, so the relationship between the freedom of speech of the media and the competing interests need to be redefined and judged, thus making new adjustments.The ECHR in terms of resolving the contradiction between the media and the proceedings has great contributions, but that conflict is inevitable and has been steadily developing.This paper attempted to learn from the European experience, and to make an analysis of the effect and regulation of media intervention in judicial proceedings in pre-trial stages in order to establish a reasonable relationship between the media and the judicial procedures.

Abstract:Historical materialism is the scientific theory of social development.The developing process of socialism with Chinese characteristics is consistent with and the principles of historical materialism.The core values of Chinese socialism generally descript the substantive characteristics of socialism, and the Four-Pronged Comprehensive Strategy has been the strategic layout since 18th CPC National Congress.There are close relationships between the two.The article discussed the relationship between the Four-Pronged Comprehensive Strategy and the core values of Chinese socialism based on historical materialism, related theories including the theory of social organism, the theory of social basic contradiction, the activism theory of social consciousness and the mass history theory.The two coincide with each other well:the core values are reflected in the Four-Pronged Comprehensive Strategy, and the Four-Pronged Comprehensive Strategy indicates the connotation of the core values.
