Abstract:Regional industry transfer,on the one hand,can promote the coordinated development of regional industries; on the other hand,it also brings significant environmental problems to those accepting regions.Under the background of building "beautiful China" which denotes harmonious coexistence of human and nature,it is significant to ensure the sustainable development of economic growth and environmental protection in this transfer process.The paper,taking the perspective of green economy,adopting the SBM-undesirable model and the spatial econometric model,based on the provincial data from year 2006 to 2015,calculates out that the Chinese industrial green performance is not yet effective,even showing a decline trend in volatility.The LISA index shows that there is big difference among Chinese three big areas,and some spatial cluster has formed in some provinces,exhibiting a "high-East low-West" pattern.The spatial lag econometric model figures out that both the industrial transfer and government regulation factors can not promote the industrial green efficiency.

Abstract:The study uses the happiness data from the China General Social Survey to analyze the relationship between environmental pollution and subjective happiness.Findings reveal that the rise of the concentration of NO2 and the increase of the amount of waste water will decrease the subjective happiness significantly.The result of heterogeneity analysis shows that air pollution for urban and rural residents did not show significant differences,but there is significant negative impact on Eastern residents and Central residents.The effect of water pollution on happiness is a greater negative among residents who lived in the city or in the east of China.The result also suggests that the effect of environmental pollution on happiness is more significant among residents with lower perception of pollution.These improvements are valued at about 3 239.30 yuan for one microgram per cubic meter in the case of NO2 and about 2 347.37 yuan for 100 million tons in the case of waste water.

Abstract:China is one of the countries seriously affected by natural disasters in the world.Facing the new situation and new tasks of disaster reduction and disaster relief,the effective use of social forces to participate in disaster relief and minimize the loss of disaster is a hot issue to strengthen social governance and protect people's livelihood.Based on the perspective of system theory,the influence factors of public participation in natural disaster emergency relief are analyzed,structural equation is used to analyze the co-variation among factors in this paper.The results show that:the policies and regulations have a significant positive impact on the participation consciousness; the participation consciousness has a positive impact on the participation behavior; media promotion has a significant positive impact on the participation ability; the participation ability has a positive impact on the participation behavior; subject development has a significant positive impact on the participation consciousness; the participation consciousness has a significant positive impact on participation behavior.Our research results are helpful to propose specific ways to improve the effectiveness of public participation.

Abstract:This paper collects experience data from year 2010 to year 2015 from enterprises listed in China's Shenzhen A-share to empirically test the impact of monetary policy on the quality of accounting information disclosure of listed companies in different boards by ordinal logistic regression,and discusses the nature of ownership and the degree of regional financial development in the same framework.The results show that the monetary policy will affect the quality of accounting information disclosure,and there are differences in the impact of different boards,the effect is strongest on small and medium-sized non-state firms,namely,the tighter the monetary policy is,the higher the accounting information disclosure quality of small and medium-sized non-state enterprises are,but the accounting information disclosure quality of companies listed on Main Board and GEM Board is not affected by monetary policy.Besides,whether it is tight monetary policy periods or loose years,the nature of ownership has different effects on the quality of accounting information disclosure of different listed boards:the accounting information disclosure quality of non-state enterprises in Main Board as well as Small and Medium Board is significantly lower than state-owned firms,whereas GEM Board is not the case.What's more,the influences of the degree of regional financial development on the quality of accounting information disclosure of companies in different listed boards and enterprises with different ownership are as follows:in tight monetary policy periods,the accounting information disclosure quality of state-owned companies with a higher degree of financial development is higher than those with a lower degree of financial development,but accounting information disclosure quality of small and medium-sized firms and GEM companies is not affected by regional financial development.

Abstract:Credibility is the most important ability of central bank,which has a great significance for central bank to guide the public expectations and to promote the effectiveness of performing their duties.This paper designs an evaluation index system of central bank's credibility according to the influencing factors firstly,and makes use of principal component analysis to build the central bank's credibility index.Then,this article uses Sys-GMM dynamic panel data model to make empirical studies on the relationship between credibility and the ultimate goals of monetary policy for 14 developed and developing countries and regions' central banks.Research shows that the central bank credibility has significant negative correlation relationship with the inflation rate,which means that the more credibility,the more conducive for the central bank to control inflation; central bank credibility has significant positive correlation relationship with the financial stability,which means that improving the central bank's credibility will help the central bank achieve the policy objectives of maintaining financial stability.Therefore,central bank should focus on improving the credibility to improve the effectiveness of monetary policy tools,and to achieve the policy objectives of stabilizing prices and maintaining financial stability.

Abstract:This paper aims to explore the effect of technological innovation on family firm performance,and to examine the moderating role of socioemotional wealth in this relationship using the data of 251 family firms in Zhejing and Chongqing.First,we find that technological innovation has a significant inverted-U-shaped relationship with family firm performance.Second,the effect of technological innovation on family firm performance is negatively moderated by socioemotional wealth.That is,technological innovation will have a less effect on family firm performance as the preservation of socioemotional wealth increases.The paper not only riches the relative research of the technological innovation in family firms,but also gives references to the technological innovation and growth of Chinese family firm.

Abstract:Balancing exploration and exploitation and being an ambidextrous organization has been a crucial strategic decision for many firms.However,there's mixed conclusion of relationship between organizational ambidexterity and firm performance in current literature.This paper tries to resolve the paradox of organizational ambidexterity and firm performance by two means.First,this paper distinguishes organizational ambidexterity into high-level balance or low-level balance and the result shows that firms with high-level balance ambidextrous firms exceed those low-level balance ambidextrous firms.Second,based on the niche width decision from ecological population theory,this paper introduces environmental turbulence to explore its effect on the relationship between organizational ambidexterity and firm performance,the result shows environmental turbulence negatively moderates the relationship between ambidexterity and firm performance.In conclusion,low-level balance brings no better performance,especially in highly dynamic environment,specialists (focused on exploration or exploitation) bring better performance than generalists (balancing exploration and exploitation).The conclusions provide meaningful reference for firms making strategic decision in business ecosystem competition.

Abstract:This paper uses Poisson,negative binomial,ZIP and ZINB four regression models to explore the relationship among nature of property rights,controlling shareholders and enterprise independent innovation based on the resource based theory and dynamic capability theory,with sample of Chinese listed companies from Shanghai and Shenzhen Stock Exchange for the 2006-2015 period.The results indicate that:1) The shareholding ratios of controlling shareholders show a U-shaped dynamic relationship with the inputs of enterprise technological innovation activities,indicating both incentive effect and entrenchement effect.For the output of innovation activities,controlling shareholders mainly present an entrenchment effect,and this expropriation effect is more pronounced with an increase in their ownership ratio,further leading to a decrease in innovation efficiency.2) SOEs' and non-SOEs' controlling shareholders' shareholding both has an entrenchment effect on output of enterprise technological innovation activities.Controlling shareholders of non-SOEs have more inhibitory effect than those of SOEs.Meanwhile,a promotional effect on innovation output from ownership concentration of non-SOEs has been observed.

Abstract:The key to the great development of the national social scientific research is to choose good social scientist.The results of empirical research show that:the grade of professional title is highly correlated with the income of scientific researchers,and the salary and income show an "L" change with age; the age of 39 is the last watershed of academic life,and no pain no gain,the formation of the group order pattern of teaching and research workers in universities is also mainly originated from professional title and age.To improve the quality of social science research,the minimum annual salary to social scientists is 210 thousand yuan.In order to break the old system hedge,we need to design a complete set of access,screening and incentive mechanism.The question that the whole research should respond to is how to promote institution and individual development by learning.The key points should be people oriented and career oriented.All kinds of national talent programs have provided a replicable model of talent incentive for colleges and research institutions to plan and prepare for a high level of development.

Abstract:Environmental credit information record clearing system is the "sunset clause" in the environmental credit system.In order to restore the production and encourage the enterprises,the environmental service institutions and their employees to actively carry out rectification,the environmental protection department can clear the bad environmental credit information records in accordance with certain procedures and conditions.The existing law of China only stipulates the open and inquiring time limit,which is the prepositional procedure of system of environmental bad credit information clearing.At the same time,there are also problems such as narrow scope of application,undefined starting method and application content,and unreasonable time setting.The key to improving the system of environmental bad credit information clearing is:firstly,to expand the scope of environmental bad credit information clearing to realize the effective docking of environmental credit information record system and environmental credit evaluation system; secondly,to make clear the applicable contents and starting ways of the system; thirdly,to explore the construction of a uniform environmental bad credit information record grading clearing system in accordance with the illegality of the enterprise to realize the benign interaction of environmental protection and economic development in China.

Abstract:The positioning of environmental civil public interest litigation procedure is the logical starting point of the study on the concrete issues of environmental civil public interest litigation.Environmental civil public interest litigation which is relying on the traditional civil litigation process has lost its own unique personality.The procedure should be set to match the type of dispute.The particularity of the legislative purpose and protected object of environmental civil public interest litigation objectively determines that it is more appropriate to establish a relatively independent environmental civil public interest litigation special procedure with the same value and rule.Environmental civil public interest litigation is essentially a category of civil litigation.Environmental civil public interest litigation special procedure is a member of the civil proceedings group.It is necessary to adopt a step-by-step approach in the legislation of environmental civil public interest litigation special procedure.In the near future,it could adopt a legislative model which is built into the current civil procedure law with the special rules being stipulated in the Civil Procedure Law.When it has a better content of the legislation system and the legislative time is ripe,a special procedure law can be formulated separately.

Abstract:As a new enforcement mode of environment law,environmental administrative interview has its independent legal value,and it is in line with the transformation needs of the current environmental governance model from administrative compulsory to administrative services.Through investigating the domestic legislation and practice of the system and analyzing the enforcement mode of international administrative law,we find there are many problems in China about administrative interview system.For example,the higher level legal norms framework is absent,the reasons for administrative interview are not scientific,administrative interview results are far from the non-mandatory track,and administrative interview programs are lack and so on.Based on the theory of environmental governance,environmental administrative interview is a kind of administrative guidance.In future,on one hand,we should attach importance to incentive and precaution and make clear the legal nature; on the other hand,we should enhance legislative supply,make practice operation normative and improve the enforcement effect.

Abstract:The judicial review of planning environmental impact assessment (PEIA),through supervision of the public and the court,sets up a judicial line for the effective implementation of the PEIA system,prevents the government's decision making mistakes,and reduces the environmental contradictions and disputes caused by planning problems.Although China has established the PEIA system,it has not yet made the corresponding judicial review provisions,resulting in poor implementation in reality.Although it reflects the breakthrough of the ripeness principle of administrative act to a certain extent,there is no judicial review obstacle to non guided special PEIA from the aspects of interest of litigation and appropriateness of review.On the basis of drawing lessons from the beneficial experiences of other countries and regions,China should pay attention to and excavate its own unique political system and legal tradition,and establish a judicial review system for PEIA.

Abstract:In virtue of the equal-footed consultation means in the field of private law,eco-environment damage compensation consultation system achieves its goal of innovation of administrative power exercising mode in process of environmental public governance,and it also provides the government an opportunity to introduce the transformation of contractual public-private partnerships in the process of executing the administrative function of environmental protection.Mainstream theory deems that compensation consultation is purely a civil act in private law or a special civil act in private law which relates to some public law elements,which constitutes a misunderstanding of compensation consultation.This misunderstanding is derived from the fact that method-oriented researchers and subject-oriented researchers make a mistake in distinguishing the relationship between ends and means of consultation and the boundary of public interest and private interest.Accurately understanding the paradigm shift of cooperative governance under the trend of administrative democratization reform and dividing the model of compensation consultation into three stages will be conductive to objectively reflecting compensation consultation's nature of administrative act of public power.To inspect the mapping relation between administrative contract and consultation agreement which served as the achievement form of compensation consultation based on administrative contract theory will provide a new method to discriminate the administrative act nature of compensation consultation.

Abstract:Due to the fact that the number of cases accepted is too small,based on the argumentation of "trial professionalism" and "trial unity",results show that the establishment of environmental court is mostly formalized,and its institutionalized development lacks legitimacy basis.Moreover,from the perspective of economic analysis,compared with other means of dispute resolution (including environmental administration),the environmental judicial governance is lack of efficiency and its advantages are not obvious.Due to the limited judicial resources,the judicial system has an objective and necessary restraining effect on environmental judicial needs.Based on the theory of public choice,besides the need of environmental governance,the actual impetus for the institutionalized development of environmental court is internal governance,response to judicial reform policies and other interest demands.In the occasion of judicial reform moving towards a more precise and deep development,a clear understanding of the problems is vital to avoiding judicial activism becoming blind.

Abstract:Although originated from liberal education,American general education realized full revolution and re-creation of the former on the basis of American indigenous culture.It enlightens us that if we want to construct a set of general education mode with Chinese characteristics,which could provide fundamental institutional guarantee for the cultivation of qualified socialist citizens,we should strengthen top-level design based on the era trend and the principle of indigenization with correspondence to Chinese native culture.
