Abstract:This paper uses the spatial Gini-coefficient and the location quotient to measure the agglomeration degree of science and technology service industry in Fujian province,and comprehensively examines agglomeration of science and technology service industry in Fujian province based on the global and local spatial autocorrelation analysis method,then divides it into high agglomeration area and low agglomeration area. The empirical research on the panel data of Fujian Province shows that the degree of tacit knowledge spillover,citysize,government behavior and FDI are the main influencing factors for the agglomeration development of science and technology service industry in Fujian province,and all the influencing factors show certain regional differences. For this reason,the paper puts forward the policy suggestion of differentiated "gradient cluster" according to the agglomeration status of science and technology service industry in Fujian province.

Abstract:Bonded zones (BZs) and export processing zones (EPZs) are the core carriers of reform and opening-up policy,and play an important role in guiding and promoting the processing trade development. Based on the provincial panel data from 2004 to 2015,this paper analyzes the impact and interaction of the BZs and EPZs on the processing trade development. It is found that BZs and EPZs promote the processing trade development,and the substitution effects are significant. The regional differences in the promotion effects on processing trade development and interaction of BZs and EPZs are significant. Further analysis finds that the regional differences in the promotion effects on different trade type processing trade development and interaction of BZs and EPZs are significant.

Abstract:In March 10th 2018,High-level Forum on China Urban Agglomeration Development (the Second Term) was jointly held by China Urban Agglomeration Research Alliance,China Regional Science Association,National Economic Geography Research Association and Anhui University of Finance and Economics in Bengbu,Anhui. Under the topic of "urban agglomeration and the central region rise",the forum elaborated sub-topics including the coordination of urban agglomeration and regional development,transform of regional/city developing power and urbanization path,as well as the discussion of structure,performance appraisal and development strategy on urban agglomeration. The forum is of great significance for the theoretical research of urban agglomeration,accelerating the rise of central region and regional coordinated development.

Abstract:For the frequent occurrence and serious of stormwater,and also there is no mature coping method,through the comparison of the rainwater management process and the stage of the developed countries,this paper explores the development process and basic characteristics of rainwater management in foreign countries. That is the stage and diversity of rain-flood management system,the process and evolution of the development phase,the comprehensive governance model and the regional convergence of spatial features. And then the characteristics behind the urban development are systematically analyzed. The future development of urban rainwater flood management thinking is put forward by combining with China's urban characteristics.

Abstract:From the perspective of the heterogeneity of industries,this paper examines the effect of Dual Margins of Exporting on Labor Productivity. With the aid of UN Comtrade database,this paper calculates the Intensive Margin of Exporting and Extensive Margin of Exporting using HK index method. Further,this paper applies "cluster analysis" to distinguish the heterogeneity of industries considering a variety of factors. The empirical studies show that:In general,Chinese Intensive Margin of Export significantly promotes labor productivity,Extensive Margin of Export and labor productivity have a negative relationship. More importantly,the promoting effect between Intensive Margin of Export and labor productivity just exists in high-skill industries. Limited by technological content of products and labor skill levels of different industries,Intensive Margin of Export appears "immiserizing growth" in low-skill and middle-skill industries. There are various degrees of negative effects between Extensive Margin of Export and high,middle,low-skill industries.

Abstract:In order to carry out policy analysis and research more scientifically and to evaluate whether the existing fabricated construction policy system is complete or not,a three-dimensional analysis framework is built based on policy tools,namely,the policy tools dimension,the prefabricated construction agents dimension and the industrial value chain dimension. With the aid of it,using the content analysis method and the quantitative analysis method,this paper conducts a research on 13 prefabricated construction policy texts in China. It is concluded that the policy tools of environmental-type and supply-type are too much,while policy tools for enterprises and scientific research institutions are missing and policy tools in the dimension of the chain of prefabricated construction industry lag behind the value realization of the prefabricated construction,then some proper policy suggestions are proposed.

Abstract:Based on the data(2008-2014) of Chinese listed private firms in manufacturing industries,the paper studies how political connection affects the behavior of employee's benefits and furthermore affects firm performance. We find that political connection firms don't have a higher employee's benefits as expected,though the representative connection has a more negative effect; furthermore,usually firms with political connection have a worse performance but the better employee's benefits do improve their performance,and the role of representative connection plays more. The results suggest that different from common sense,enterprises with political connection take a twisted responsibility for employees. Usually they neglect basic security such as employee's benefits due to the demand for operation and development. However,it's reasonable for private listed firms to establish the political connection,besides a better security system of employee's benefit can make up the inefficiency of operation,which can help achieve rent benefit and improve their performance.

Abstract:Using data of Chinese A-share listed companies from 2012 to 2015 as the research sample,the paper explores the impact of the debt structure and the ownership on the growth of the company from three dimensions:Debt level structure,debt maturity structure and debt source structure. The results show that:In the whole sample,the debt level structure,the debt maturity structure,the debt source structure and the growth of the company have a positive correlation,that is,the appropriate increase in debt financing,long-term debt,bank loans and corporate bonds can help the company's growth better. It is found that the three dimensions of the debt structure have significant differences on the growth of state-owned enterprises and private enterprises. In particular,the impact of debt level structure and debt source structure on the growth of state-owned enterprises is not significant,and the three dimensions of debt structure have a greater impact on the growth of private enterprises. The results of this study can provide reference for the listed companies to adjust and optimize the debt structure from different angles and promote the growth and development of the enterprises.

Abstract:As an important part of China's emerging think tank system,university think tanks have got rapid development in last 5 years. Based on an extensive survey on university think tanks in China,this paper makes a systematic representation of the operation and development of the think tanks from the perspective of institution quantity,system construction,specialization feature,management regime,and staff size. Against the standards made by the central government and the Ministry of Education,the paper analyzes the problems and gaps in university think tanks and proposes some policy recommendations on their future development.

Abstract:Since ancient times,there are two modes and paths of environmental governance in China. One is the environmental governance policy implication in the context of environmental history; the two is the demand of environmental governance system in the context of environmental ethics. From the perspective of the current judicial dimension of China's environmental governance,there are some problems such as the difficulty to coordinate the promotion of environmental policies,and the problem of the renewal and perfection of the environmental justice system. The implementation of the Opinions on Accelerating the Construction of the Ecological Civilization provides guidance for the policy coordination and system optimization of China's environmental governance. Policy coordination of the environmental governance needs to follow the basic principles of environmental protection beyond. The requirement for the main body is to understand the environmental legal policies,and the specific operation is the criminal policy analysis of environmental governance and the overcome of some obstacles. The realization of the legal policies of environmental governance is an environmental law system project,and it needs to realize the optimization and upgrading of the related system of environmental management. This system optimization is based on the guiding principle of the core value of ecological integrity,from the two systems of environmental entities and environmental procedures,to integrate the existing management technology and practice. In the aspect of entity,the realization of environmental governance laws and policies requires the improvement and perfection of the linking mechanism between relevant laws and regulations. In the aspect of procedure,we should emphasize on environmental justice studies and corresponding classification of procedure guarantee mechanism.

Abstract:With the continuous progress of ecological civilization construction,the legislation in the field of ecological environmental protection in China has been increasing. However,it is a widespread phenomenon that dis-standardization in legislative language,such as the use of random words,tautology,and vague language exist in both national and local environmental protection legislation. This is not conducive to the maintenance of the unity and authority of the law,and to the correct understanding and application of the law. The phenomenon will also bring many obstacles to local legislation in the future. To standardize the use of legislative language in environmental protection,the relationship between the accuracy and vagueness of legislative language should be well dealt with,and a corpus of legislative language in environmental protection should be established. Furthermore,the talent pool system of specialists in legislative languages should be perfected and the review and error correction mechanism of legislative language should also be set up and improved.

Abstract:Since May 1,2015,China has formally implemented a case registration system. The system of accepting a case has been changed from a review system to a registration system,which is in line with the trend and demand of litigant protection. The registration system has the function of safeguarding the right of litigation. It can carry out the protection of litigation rights in multiple dimensions,but it also brings about practical challenges such as indiscriminate indictment and dramatic increase of court cases. The nature of judicial power determines its limitations,and it cannot solve all social disputes. A certain degree of conflict is bound to arise when the challenge brought by the registration system to trial practice encounters judicial limitations. In order to balance these conflicts,the reform of registration system should be further optimized in the following aspects:clarifying the relationship between registration and examination in the process of filing; formulating and implementing the negative list of scope of accepting cases; perfecting the supporting measures to reduce the supply of demand; promoting case discrimination and diversion in the process of filing; establishing the punishment and prevention mechanism of indiscriminate indictment; reducing the influence of non-judicial burden on the professionalization of judges.

Abstract:Compared with other basic principles of civil law (equality,voluntariness,fairness and integrity),the principle of public order and good custom has the uniqueness of value and the highest status. The uniqueness of its value lies in the dual legal nature of "value declaration" and "referee's standard",and its status is highest in that it carries the most fundamental value goal of civil law. The fact that the principle of public order and good custom has the factual face,the reducibility of the fact,and the open requirement of legislative technology gives the reasons for its dual legal nature. When the principle is applied as legal norm,it needs to be interpreted in a creative way,to meet the degree of certainty requirement of legal rules,and to eliminate possible differences. Therefore,it is necessary to enforce the requirements of "no escape to general provisions" and "modesty",in order to prevent the chaos appearing in the application of the principle of public order and good custom.

Abstract:China's pawn industry has been rebuilt for more than 30 years,although it has achieved good business results,there are some misunderstandings about the theory of industry regulation,and the construction of supervision system is also inadequate. In theoretical cognition,there is a bias in the cognition of the financial institution attribute of the institutions. Also,there are some misconceptions in the establishment license and the name of the pawn. As for the regulatory system,specialized industry regulatory legislation concepts are antiquated,which unreasonably limits the business freedom of pawnshops. There are some problems like,the legislation style is not scientific,the design of individual system specification is conflict with other regulations,the deficiency of legislative technology,the incorrectly usage of legal concepts,remain to be solved. Through a comparative analysis of the adjacent department law legislation and the legislative experience of foreign countries,scientific pawn supervision legislation model should adopt a unified Pawnshop Law,expand appropriately the pawn business scope,regress financial supervision system,adopt a unified mode of centralized supervision and self-discipline supervision,and establish and perfect the legal system of pawn.

Abstract:The Supreme People's Court's National Court Maintaining Rural Stability in Criminal Trial Work Symposium Summary and Several Opinions on Providing Judicial Safeguarding for Building a Harmonious Socialist Society both have rules about "if the victim party has obvious fault or has direct responsibility for the situation,and in cases caused by the fault of the victim party,generally death sentence with immediate execution should not be imposed or should be imposed cautiously",so that the victim fault plot could play an important death penalty restriction function in intentional homicide case. But how to define "obvious fault","direct responsibility",and "cause",relevant departments have not made detailed explanation,and in practice it is often solved by the discretion of the judges. In promoting the standardization of sentencing,following the idea of typification and summarizing the boundary of the victim fault have great judicial significance for the death penalty limitation function of the victim fault in intentional homicide case.

Abstract:Green development idea of China is a promotion of Marxism ecological thought and an effective prescription made by China in combating the global concern of eco-crisis. Green development idea is in nature both a theory and a practice,carrying the practical rationality connotation of Marxism in manifestation of equality,perfection,validity and integrality. These characteristics allow the idea to become practicable and breed a leap from the one-dimensional "black development" to "green development" in the course of human's practice involving themselves and the nature. Abstract:Liangping New Year woodblock prints was listed as a nation-level intangible cultural heritage in 2006. As a folkloric public culture,it possesses not only the specific and visual material attributes of cultural heritage but also the non-material cultural attributes such as folk belief and custom,manufacturing skills,etc. Under the background of the new era,the traditional and conservative production model of Liangping New Year woodblock prints cannot meet the growing spiritual and cultural needs of the people,so it shrinks its production and is being pushed out of business. Abstract:In the new era of mobile Internet,network security education in colleges and universities is an important way to realize the national "network power" strategy. It is an inevitable choice to maintain network ecological environment and a basic method to guarantee the healthy growth of students. However,the current network security education in colleges and universities in China is facing the reality that the institutional system is still to be improved,the cooperation mechanism is still weak,the educational capacity needs to be improved and the platform setting urgently needs to be strengthened.
