Abstract:Based on the National New-type Urbanization Planning for 2014-2020, this paper constructs a comprehensive evaluation system of China's new-type urbanization level, and calculates the new-type urbanization level of 31 provinces in mainland China from 2003 to 2015 based on the entropy weight method. On this basis, by building a spatial Dubin model, this paper examines the spatial interaction effect of manufacturing agglomeration in China, and studies the impact of manufacturing agglomeration on new-type urbanization under the control of export, financial development and fiscal expenditure. The results show that the agglomeration of manufacturing industry in China has significant spatial dependence characteristics and shows obvious "agglomeration club" phenomenon. The agglomeration of manufacturing industry has significantly promoted the construction of new urbanization in China, and its spatial spillover effect is obvious. While promoting the new urbanization in this region, it can also effectively drive the development of new urbanization in the surrounding areas. The increasing of local fiscal expenditure helps to promote the construction of new urbanization significantly, and there is spatial interaction between regional fiscal behavior. The adjacent areas can also stimulate the construction of new urbanization by expanding fiscal expenditure. At the same time, export and financial development are also indispensable forces in the construction of new urbanization, but its spatial spillover effect is not obvious, and has no obvious impact on the surrounding areas. In this regard, this paper suggests that industrial agglomeration areas should be taken as the core areas of urban function spillover, constantly improve the relevant infrastructure and public service system of agglomeration areas, so as to achieve a sound development trend of industrial-urban integration.

Abstract:Industrial convergence has been widely concerned by scholars as an effective way to promote industrial upgrading and development. Transportation industry and postal industry have the advantages of wide coverage, strong penetration ability and obvious driving effect. The deep cooperation between the two industries makes the modern comprehensive transportation system more intensive and efficient. Based on this background, this paper constructs a Logistic model for the integration and development of transportation industryand postal industry, analyzes the stable point of the model and the driving force under the symbiotic state. After that, this paper selects the time series of Chongqing from 1997 to 2016 for empirical analysis.The analysis identifies the symbiotic mode between the two industries in Chongqing, and innovatively calculates the driving force between the two industries. The conclusion shows that there is a strong correlation between the transportation industry and the postal industry in Chongqing. The growth of the transportation industry has entered a period of low-speed growth, and the postal industry still maintains a high-speed development trend. Under the current social and economic conditions, there is an asymmetric and mutually beneficial symbiotic relationship between the two, which can closely promote industrial integration but not in the optimal symbiotic mode. Based on the conclusion of the study, this paper puts forward some feasible suggestions for the integration and development of Chongqing's transportation industry and postal industry which will promote the transformation of the two major industries into a more stable and efficient symbiotic mode, thus driving Chongqing to establish a modern first-class comprehensive transportation system.

Abstract:Although much work has been done in labor costs rising effects, the labor costs were treated as the exogenous variable and the internal heterogeneity was neglected. For different reasons, the cost are broken up into efficiency wage costs and non-wage labor costs in this paper.Next, the paper builds a economic model based on the Efficiency Wage Theory, and proposes the hypotheses that the impact of two types of labor costs on enterprise labor productivity, factor substitution rate and financial performance is different.The empirical research based on the data from Chinese A-share companies show the heterogeneity of two types of labor costs.All efficiency wage cost and non-wage cost improve the labor productivity, but the positive impact of efficiency wage cost is higher than that of the non-wage cost.The non-wage labor cost can lead to the substitution of capital for labor more than the efficiency wage cost.Efficiency wage has a significant positive impact on corporate performance, but non-wage cost has a negative impact on corporate performance.It change the traditional way of regarding labor costs as a "black box". Meanwhile, The conclusions of the study have specific implications for how people view the current rising labor costs.Increasing efficiency wages in enterprises can achieve win-win situation between enterprises and employees. Although the rising cost of non-wage labor cost will force enterprises to upgrade the technology, it will negatively affect to the enterprise performance.

Abstract:The changes of agricultural production factor endowments and agricultural production conditions will have an important impact on agricultural technological progress. Through the empirical analysis of the panel data of 23 rice production provinces from 2004 to 2015, this paper finds that with the increasing wage of rice workers, the level of rice transplanting in various regions is also increasing. The difference of the condition of agricultural production is the important reason leading to the difference of rice transplanting level among regions. With the gradual emergence of agricultural labor force scarce, a large number of labor-saving technology (agricultural machinery technology) will emerge and continuously develop, but the induced technological change mechanism to play effectively also depends on the conditions of agricultural production. In order to improve the level of agricultural mechanization in China, it is necessary to increase the construction of agricultural infrastructure, improve the conditions of agricultural machinery and improve the level of agricultural machinery.

Abstract:In "Internet plus" age, business model convergence has resulted in fierce homogenization competition among fresh e-commerce, so fresh e-commerce urgently needs to carry out business model innovation. Taking "the cooperation between Yiguo and Haier" as an example, this paper uses grounded theory to code the collected information and explores how the fresh e-commerce achieves business model innovation through cross-border cooperation. Four elements of fresh e-commerce cross-border cooperation business model are obtained, that is, value proposition is to optimize consumer experience and personalized products and services, key resources are fresh supply chain resources and related resources of cooperative enterprise, key processes are the construction of consumer scenarios, the capture of consumer information and precision marketing, profit model is to increase revenue sources and share operating costs. On this basis, we explore the operating mechanism of this business model according to the logic relationship of those four elements in cross-border cooperation business model.

Abstract:This paper uses the theory of social capital to construct the research model of corporate social capital to firm's inclusive innovation based on the market information processing as the mediation variable and the enterprise volunteer service as the mediating variable. The data of 171 valid questionnaires were analyzed by spss17.0 and lisrel8.70, results indicate that the corporate social capital has a significant positive impact on the enterprise's inclusive innovation, market information processing plays a part of mediating role in the influence of corporate social capital on enterprise inclusive innovation, enterprise voluntary service moderates the effects of market information processing on firm's inclusive innovation. It is of practical significance to enhance the volunteer service and market information processing ability to promote the influence of corporate social capital on firm's inclusive innovation.

Abstract:Through systematically scrutinizing and critically reviewing relevant publications, this paper first articulates the key issues and limitations existing in the current studies on the core concepts and constituents of inter-organizational trust, and antecedents and contextual conditions of forming inter-organizational trust. Second, based on these unsettled issues and divergences, studies on the connotation and components of trust in inter-organizational relationships, and antecedent processes and contextual factors and its contingency effects of inter-organizational trust to form are in depth analyzed and summarized. Finally, this paper presents an integrative framework for research on formation mechanism of inter-organizational trust, and conducts outlooks for development directions of future research on the constituents, assumptions, antecedents, dynamic evolution and Chinese context of inter-organizational trust.

Abstract:The focus and base of academic evaluation in colleges and universities lie in the evaluation of scientific research achievements and teaching and research personnel, while the evaluation and appointment of professional technical posts are more typical and attractive in teaching and research personnel evaluation. Persisting in talent evaluation system reform for many years, S University has established a comprehensive evaluation system based on quantification and mainly on representative work, which fully demonstrates normativeness, fairness and rationality in practice. The system is based on the 2016 revised "Measures for (Teachers') Professional Technical Post Evaluation and Appointment", which is attached with "Quantitative Measures for Evaluation of Teachers' Posts". Its contents include guiding ideology and evaluation principles, organizational structure, working procedures, qualification and performance appraisal, appointment of special personnel, etc. Its prominent features are open and transparent evaluation process, comprehensive and reasonable quantitative methods, adhering to peer evaluation, rigorous representative work evaluation, classified guidance and evaluation, and sound supporting system. Drawing from S University's experience, in establishing academic evaluation system based on quantification and mainly on representative work, the quantitative evaluation should focus on both scientific research and teaching, both quantity and quality, both ideological and political performance and professional ethics, and should be different from the previous one which mainly focuses on scientific research, achievements quantity and project level. Quantitative evaluation is to reveal the academic level and contribution of teaching and research personnel comprehensively, objectively and accurately, while representative work evaluation mainly measures scientific research level and ability. Selection of external experts is very important in evaluating representative works, and measures should be taken to eliminate interpersonal interference. For academic evaluation of humanities and social sciences, simple quantitative method and simple representative work evaluation both have problems. The comprehensive evaluation system based on quantification and mainly on representative work might be a correct choice to ensure that the academic evaluation is scientific, reasonable, fair and operable.

Abstract:Discipline domain is a system consisting of interrelated, interdependent and mutually supportive disciplines. Social sciences involve not only humanities social science but also sciences, engineering, and medical sciences and so on. The research analyzes the 10 institutions' discipline domain of social sciences by discipline classification provided by Web of Science database and the Ministry of Education in China. It finds that, firstly, the top five supporting disciplines of the general theory of social sciences are public health and preventive medicine, computer science and technology, environmental science and engineering, sociology and geography; secondly, in comprehensive universities, the discipline field of "social science general theory" contains more humanities and social sciences disciplines, on the contrary, in science and engineering universities, the supporting disciplines of "social science general theory" discipline field are mainly science, engineering and medicine. Thirdly, cross-discipline plays an important role in the development of supporting disciplines of social science general theory. Therefore, it is of great value for the "Double First-Class" construction in Chinese universities to optimize the structure of social science disciplines and to create the peak of the disciplines, to promote the integration of arts and science and to realize the complementary development of disciplines, and to construct the evaluation system and standards of social science with Chinese characteristics.

Abstract:The Paris Agreement 2015 has affirmed the "from bottom to top" greenhouse gases reduction goal, therefore, there is a crying need for the co-governance of multiple subjects including Food and Agriculture Organization of the United Nations (FAO) in the area of climate change. Actually, FAO has extended its work scope from traditional food security to assisting developing countries in addressing climate change. However, objectively, there are still a series of problems, such as rigid international cooperation model, mismatch between institutional settings and overall objectives, weak operational capacity and low transparency of work. FAO should give more prominence to climate change response in its own reform and governance, strengthen interaction and linkages with the United Nations Framework Convention on Climate Change system, and create a database of developing countries on climate change and food security. Meanwhile, as the biggest developing country, and a big agricultural and greenhouse gas emission country, China should also actively participate in global climate governance process, promote the improvement of climate change response mechanism and innovate agricultural development strategy and carbon financing scheme.

Abstract:As a response to the democratization and popularization of the current administrative supervision, the ecological polycentric governance model presents pluralistic characteristic in governance principals, power relations among the principals, governing rules and governance system, which can solve the system dilemma brought by excessive reliance on environmental administrative regulation in the current ecological governance. Ecological environment governance needs to provide a stable and efficient benefit game framework to prevent the management traps and realize the interaction between the main bodies through the rule of law. The system of ecological laws and regulations should be adjusted in time around the construction of the multidimensional decentralized co-governance and flexible opening rule system, regarding the governance principals and the power relations among the principals as the longitudes of the law, and the governing rules and the governance system as the latitudes, to construct the ecological laws and regulations' grid system.

Abstract:Before the reform of the national supervision system, the analysis of the basic characteristics, appearance and anomie predicament of the investigation mode of bribery crime is of great significance and value to promote the investigation of bribery crime from legislation to practice in the context of the national supervision reform. The main manifestations of the investigation of bribery crime in China are the lack of independence of the investigative subject and the arbitrary expansion of the initiation of the investigation; the lack of independence and innovation of the investigative means; the limitation of the investigative object's defense right and the absence of human rights protection; and the relying on "Confession Centralism" and the accumulation of investigative logic. In the future supervision legislation and the revision and perfection of the Supervision Law, we should use the basic value of the current Constitution as the carrier, draw lessons from the reasonable core of the investigation model of bribery crime, explore the adjustment of the constitutional supervision mechanism, and provide guidance for the orderly and efficient implementation of investigation activities.

Abstract:There are three aspects in the financing mechanism of pension insurance in China, namely, the "combined accounting system" in regulatory documents, the "complete fund system" in substantive norms and the "pay-as-you-go system" in actual operation, showing the huge gap between norms and facts of financing mechanism of China's pension insurance, which greatly hinders the effective operation of the system. The pension insurance system should promote the institutional purpose of labor-management cooperation and social solidarity, which determines the "combined accounting system" distinguishing between individual accounts and pooling accounts, and that employers bear most of the pension insurance rates. It is very debatable. Although the pay-as-you-go system will show a relatively rapid failure to pay in the face of population ageing, due to the essential requirements of the mutual supportive community, the pension insurance financing mechanism should also abide by the "insurance principle" to ensure that the funds are earmarked, in order to make the pension fund be far away from the uncertainty of the capital market, ensure the stability of the pension income and expenditure, reduce the political and economic risks of the government, and avoid the abduction of the state by the capital monopoly. So the pay-as-you-go system is more preferable than the fund system. Fully drawing on the beneficial experience of foreign countries and combining with China's specific national conditions, in the future, China's pension insurance financing mechanism should consider abolishing the "personal account" and implementing the current balance of pension insurance income and expenditure to realize pay-as-you-go under the single account system.

Abstract:China during the transition period, value diversity and class differentiation are prominent. In the grassroots society, individual's social role is also prominent, but there are certain conflicts among various social roles. At present, the role perplexity of leading cadres at the grassroots level is manifested as:inappropriate and improper role, the logical difficulty of role-playing, the practical difficulty of role-playing, the stigma of the social role of grassroots leading cadres in the context of network politics, the difference in sense of leadership between traditional and modern grassroots leading cadres and so on. In order to realize the transformation of the social roles of leading cadres at the grassroots level, and to reflect their service awareness and other objectives, we must strengthen the scientific decision-making ability, change the sense of official position to citizen awareness, resolve role conflicts through the rule of law, pay attention to the balance of role obligations and role rights and the top leaders' role game and contingency strategy, and establish a safeguard mechanism for the official-oriented to people-oriented transformation.

Abstract:The community of human destiny is an important part of General Secretary Xi Jinping's governance of China. The norms of human values and the order of communication determine that it is essentially a normative existence. As a special community that transcends the existence of substantiality, the normative existence of the community of human destiny lies mainly in the value tension between its inherent universality and particularity. This value tension is manifested in the reality as common value and value difference, public authority and individual autonomy, transcending interest and moderate stability. The handling of the above-mentioned value relationship is also fully reflected in the practical plan for the construction of human destiny community of General Secretary Xi Jinping, that is, the shared development pattern led by the value of Chinese traditional "harmony culture", the national autonomy under the "recognition politics" and the value and prestige of "China program", the regionalization under strategic measures and the globalization trend under value transcendence. The above program promotes human destiny community to build in the interrelationship between "China and the world".

Abstract:University science and technology evaluation is the core content of college science and technology activities and university scientific research management work. It plays an increasingly important role in national and local science and technology innovation. This paper comprehensively reviews and summarizes the research and development status of science and technology evaluation in Chinese universities. The study finds that the research on evaluation of science and technology in universities has achieved rapid development in the past 30 years. The main existing problems are that, theoretical research from the perspective of the discipline is limited to fewer subject areas, and research works are scarce; the science and technology evaluation system and the management mechanism are not perfect, the evaluation method is not scientific, and the evaluation subject is relatively simple. Based on this, this article proposes to expand the breadth and depth of science and technology evaluation research in universities, improve the science and technology evaluation management system of universities, and improve the evaluation system and methods of science and technology in universities, so as to effectively promote the scientific development of science and technology evaluation in China.

Abstract:As an academic organization, academic power is the basic link to support and sustain the development of universities. The operation of academic power is not only an important part of university internal governance, but also an important part of the construction of modern university system. Through historical review, this study finds that the development of university academic power in China shows a general rule from "latent" to "apparent", from the attachment of administrative power to gradual independence. However, because of the different characteristics of each historical stage, the position and function of academic power in universities are also different. Now, there are still some problems in the operation of academic power in China. In the future, we need to learn from the historical development, to further enhance the authority of academic power in the internal governance of universities, and to strengthen the construction of academic organizations such as academic committees.
