Abstract:Financial technology is changing financial life, whereas the current indicator system which only includes traditional financial services and institutions can no longer truly reflect the financial inclusive development of different regions.This paper incorporates risk tolerance and digital financial indicators into the financial inclusion index system, and uses the coefficient of variation and Euclidean distance method to construct the financial inclusion index of 31 provinces and cities in China under the background of Internet finance from 2011 to 2015.Besides, the author uses Theil Coefficient to analyze the spatial differences, trends and weakness of financial inclusion in various provinces, cities and regions.The research shows that:1) Financial inclusion levels of almost all regions are at a relatively very low level except Beijing and Shanghai, but there is a steady upward slope.2)The internal differences of financial inclusion in the eastern region are the largest, while the differences between regions are gradually narrowing.Through the comparative analysis of the financial inclusion index and the digital inclusive financial index, and the different performances of the provinces in the development of traditional inclusive finance and digital inclusive finance, the following suggestions are proposed:Driving financial inclusive development with financial technology;Improving public financial literacy;Taking the path of differentiated development; Promoting coordinated development within the region and stimulating mutual cooperation between regions.

Abstract:As a developing country in the process of transformation, China's entrepreneurial activity types and entrepreneurial environment are very different from those of mature market economies.The economic system presents a "strong government, weak market" resource allocation pattern, and the financial market is not perfect.The problem of regional entrepreneurship gap in China must be based on the special background of China's current transitional economy.The purpose of this study is to solve the following two problems:1) How do government behavior and financial constraints affect China's regional entrepreneurial gap? 2) Does the particularity of government behavior and financial market in China's transitional background affect China's regional entrepreneurship different from mature market economy? The article corrects the popular entrepreneurial compromise framework in the research framework, innovatively introduces the government's administrative normative degree, non-tax burden variable and macro liquidity constraint variable, establishes the provincial panel data model, and empirically analyzes government behavior and financial constraints.The results of the study on the impact of regional entrepreneurship gaps in China show that:1) The degree of government regulation will be inhibited for both survival and opportunistic entrepreneurship.2) The credit environment is still not perfect in the current financial market.Under the background, bank credit funds still occupy a dominant position in China's entire corporate financing system.The relaxation of credit constraints and the increase in credit availability play a significant role in promoting China's opportunity-based entrepreneurial behavior.

Abstract:Incorporating technological innovations, carbon tax rates and other factors into the dynamic stochastic general equilibrium model including the residents, enterprises, and government, the paper studies the impact of environmental protection policies and technological innovation on carbon emission.The simulation analysis shows that technological innovation, R&D investment, proprietary technology investment, and environmental governance investment can effectively reduce carbon emission intensity, and on the whole, it can achieve the win-win goal of economic growth and environmental improvement.The negative impact of the carbon tax rate on total output is particularly obvious.The positive effect of environmental governance investment shocks is more obvious in the later period, and the effect of government pollution expenditure impact is more obvious in the current period.At the same time, it is found that proprietary technology investment will squeeze out R&D investment, and government pollution spending will squeeze out consumer spending.On the whole, the impact of proprietary technology investment on carbon emission and carbon emission intensity fluctuations contributes minimally.The impact of environmental governance investment on carbon emissions and carbon emission intensity fluctuations is relatively large.According to the conclusions, the paper puts forward some policy recommendations such as improving the internal governance and external supervision mechanism of carbon emissions, establishing a coordination management institution, gradually establishing a carbon tax pilot mechanism, and further implementing various national policies and improving the innovation policy system.

Abstract:Based on the micro-survey data of 513 peasant households in the upper reaches of Taihu basin in Jiangsu province, this paper empirically analyzes relationship between acreage of farmland rights certifiation (FRC) and farmers' adoption behavior of environment friendly agricultural technology (EFAT) by using Bivariate Probit model.The results show that there is an "inverted U" relationship between the area of FRC and the farmer's application behavior of organic fertilizer, in which the optimal scale of FRC for farmers applying commercial organic fertilizer is 2.6 times of the maximum size of the sample farmers' confirmed land area, and the optimal scale of FRC for farmers using agricultural fertilizer is 2 times of the average area of sample farmers' FRC.This means that the farmer's confirmed area in the sample area has not reached the optimal scale for organic fertilizer application.Besides, risk-appropriate farmers tend to apply commercial organic fertilizer, while risk averse thinks that self-produced farmyard manure is more reliable.It is critical to explore how the farmland rights certification (FRC) affects the farmers' behavior of adopting environment-friendly agricultural technology (EFAT), to improve the micro-control mechanism of agricultural non-point source pollution in Taihu basin from the perspective of the reform of farmland property right system.To improve the enthusiasm of farmers' behavior of adopting EFAT, it is necessary to integrate policy of FRC to ensure the appropriate centralized and large-scale operation of agricultural land, establish a risk guarantee mechanism of adopting EFAT, and promote a virtuous cycle of agricultural production and ecological environmental protection.

Abstract:This paper collected the statistical data of 107 prefecture-level cities in China from 2001 to 2015, and conducted an empirical analysis on the interaction mechanism between the income gap, industrial structure optimization and economic development by using the panel vector autoregressive model.We get the following results:1) Resource-based cities tend to pursue short-term development goals, but lack of long-term planning.In the process of industrial structure optimization, more attention is paid to the development of high polarization of industrial structure, while the process of industrial structure rationalization is neglected.2) Industrial structure affects the income gap between residents, among which the rationalization of industrial structure is negatively correlated with income gap, and the upgrading of industrial structure is positively correlated with income gap.3) Different industrial structure optimization indexes have different impacts on economic development:the higher the degree of industrial structure rationalization, the more the regional economic development will be promoted.The excessive pursuit of high industrial structure will curb economic development.According to the research results, the paper puts forward the following three suggestions.First, resource-based cities transformation plan should combine their own characteristics, and avoid the copycat behavior.Second, the employment of resource-based city residents should be focused, especially on the resettlement and re-employment of resource-based workers.Third, we should treat urban economic development indicators in a reasonable and scientific way, and abandon the "GDP-Only theory".

Abstract:This article mainly answers the issue of the wage gap between urban and rural workers under multiple segmented labor market.Based on the baseline survey data of CFPS2014 and the Neumark and Brown decomposition methods, this study examines the wage gap and causes of urban-rural workers under multiple segmented labor market in China.As a result, it is found that wages in China's industry, ownership, occupation, and local urban workers are significantly higher than rural workers; Neumark's decomposition results show that 82.24% of urban-rural workers wage gap are caused by the individual characteristics, among which education is the main cause of labor wage gap, and 17.76% is caused by huji discrimination; Brown's decomposition shows that, regardless of industry, ownership, occupation, and regional division, the employment opportunity difference is not the main cause of urban-rural workers wage gap.What same work with different pay is the main reason for huji discrimination.This paper enriches the existing research in the following aspects:1) Using the Neumark and Brown decomposition methods to deeply analyze the impact of labor market multi-segmentation on urban-rural wage gap, from the perspective of individual labor characteristics and market discrimination for urban-rural workers.2) This paper uses micro data to investigate the difference between urban and rural workers' wages.It provides the most direct evidence for the impact of multiple segmentation of labor market on the wage difference of urban and rural household labor.

Abstract:The product quality of think tanks is the foundation for the existence and development of the think tanks.Controlling and managing the product quality of think tanks is the key link in the construction of think tanks.Standardization is the basis and means of quality management.The formulation and implementation of product quality standards for think tanks are conducive to strengthening and improving quality management, and improving product quality effectively.It also provides a reference for scientific evaluation.Therefore, it has profound theoretical and practical significance to construct the quality standards of think tanks.Firstly, the paper defines the meaning of think tank products and analyzes the basic connotation of think tank product quality standards.Secondly, the core elements of product quality standards for think tanks are defined by means of literature research, questionnaires and expert interviews.Lastly, following four principles, a "cob-web" model of quality standard is constructed, which consists of five elements:environment, resource, course, product and influence.

Abstract:American think tanks play an important role in the multiple subjects of national ideology governance.From the perspective of vertical history, the ideology of American think tanks meets the realistic needs of state governance.From a horizontal perspective, think tanks are deeply involved in the operation of the political system, constructing an ideological discourse system, promoting ideological mass communication, actively infiltrating foreign ideologies, building a consensus platform for ideas, and actively "affecting influential people" through the "revolving door" mechanism, so American think tanks play an increasingly active role in the governance of ideology.Despite the essential differences in institutional attributes, the deeply embedding of American think tanks into the national ideological governance system has also provided useful enlightenment for the construction of new types of think tanks with Chinese characteristics:the government should lead the construction of characteristic think tanks with the trend of specialization; the talent growth and motivation mechanism of think tanks should be established with the criterion of professionalization; the influences of think tanks should be expanded in a multi-pronged manner with the layout of diversification; the ideological governance bottlenecks should be concentrated on tackling with the breakthroughs of thematization.

Abstract:The personality right system is open, and the social development demand causes new personality right to produce and relevant dispute to emerge unceasingly, so the judge often falls into the judicial dilemma of confirming it or not.In order to solve this problem, it is urgent to establish a judicial confirming standard, and the value consensus degree is the core element of the standard.By constructing the judicial judging system of value consensus degree from five angles including the legitimacy of the right source, the importance of the right object, the publicity of the right form, the being infringed degree of the right field and the independence of the right type, we can provide a convincing theoretical reference in solving relevant disputes, consolidate the theoretical foundation of the new personality right judicial argumentation and strengthen the predictability of the relevant judicial decision.The right confirmation paradigm of the new personality right can be concluded into four types including the right being grafted one, the right element expanded one, the general clause being interpreted one and the right being declared one, and different paradigms have different value consensus requirement.The right being declared paradigm requires the highest degree of value consensus, which tests the judge's judicial ability and wisdom.We should not only analyze the new personality right according to the different value consensus degree, but also make holistic judgment on the value consensus degree according to the differences among the right confirmation paradigms in the specific judicial judgment.

Abstract:With the implementation of the General Principles of the Civil Law of the People's Republic of China and the Provisions of the Supreme People's Court on the Application of the Company Law of the People's Republic of China (4), the status of the articles of corporation in corporate governance has been further enhanced.However, under the condition of modernity, the tension among shareholders, corporate legal persons and external society still exists, and the existing corporate theory can't fully support corporate governance practice, especially for limited liability company.For better regulating article-related resolution and in order to avoid its violation of shareholders' rights, it is still necessary to further explore the theory of corporation legal person in China.It should be starting from shareholders' special rights and obligations in the limited liability corporate community, to maximize the legitimate interests of shareholders, on the premise of differentiating the legal person of the company and classifying the articles and shareholders' rights.

Abstract:Different from the developed countries, the lack of credibility is particularly evident in the field of equity enforcement in China.The abnormal decline in the value of equity occurs from time to time.The most common phenomenon is that the controlling shareholder gives the company's property to the third party which makes the equity value derogated.The current legal system for regulating the aforementioned phenomena are embodied in a post-relief method under the framework of creditor's right of revocation, invalidity of the contract of malicious collusion, reverse piercing the corporate veil, and the third party's tort liability.The aforementioned system has problems such as poor security, long-term application and lag in function, etc.It also leads to excessive occupation of judicial resources.The fundamental reason is that the legislation is imperfect, including the bad concept of shareholder creditor protection, ignoring the value of equity closely related to company property, despising the negative impact of the decision-making behavior of the controlling shareholder and other entities on equity value, and the limitations and cross-cutting of the current system norms.The procedural law and the substantive law complement each other, and the realization of civil rights cannot be separated from the guarantee of procedural law.We can improve the share value protection system by creating a company's important property rights restriction procedures, setting pre-emptive measures for commitment to good faith for controlling shareholders, legal representative, directors, general managers, by establishing a large-capital outflow reporting system and setting up an asset change review system as in-process control measures, which improving the executed equity value protection system in advance, in the event and after three dimensions.The protection system will be implemented to promote social integrity.

Abstract:Libra, Facebook's stable coin, has attracted the attention and vigilance of financial circles and regulators in various countries.Libra has advantages in technology maturity, stability, security and application scenario, which will also bring various measurement risks, increase the difficulty of foreign currencies exchange control, weaken the effect of monetary policy implementation, and increase the difficulty of anti-money laundering and anti-terrorist financing.In this regard, China's regulators are suggested to make clear the legal nature of Libra firstly.Secondly, China needs to adjust the regulatory means and the specific way of foreign currencies exchange management.Finally, internet giants with the strength of blockchain and digital currency technology research and development should be encouraged to try to issue stable coin linked to RMB 1:1.Regulators can guide and promote the above business giants to create their own governance rules of stable coin before formulating and issuing corresponding laws or policies.Based on the mature experience and business model of Chinese Internet giants in exploring stable coin issuance, People's Bank of China will draw experience from them and finally establish a legal digital currency issuance system.

Abstract:Digital currency is an electromagnetic recording data with property value attribute.The characteristics of digital currency in its dependent block-chain system, such as the payment consideration between the unspecified person, the exchangeability with the legal currency, and the online transfer using the electronic information processing system, make it possible to discuss digital currency on its private law nature as a kind of data property right in the current legal framework from the data theory.In view of the fact that data has been included in the scope of protection objects in the General Principles of Civil Law in China, digital currency, as a kind of data, should become a new type of legal object and be protected on the basis of legal theoretical support.

Abstract:Since the birth of scientific socialism, Marx and Engels have conducted sufficient argentation around the issue of productive forces by using historical materialism and surplus value theory, and pointed out that highly developed productive forces are the important basis and characteristics of scientific socialism.The establishment of socialism in Russia more than 100 years ago transformed scientific socialism from a theory into a reality, setting a precedent for building socialism in a country with relatively backward economy and culture.Therefore, focusing on the core issue of developing productive forces, the eastern Soviet countries explored various aspects on the road of socialist modernization and made certain achievements, but as a result of the theory and practice of the severe deviation eventually led to the failure, but for later construction of socialist modernization with intent countries to provide the experiences and lessons can be drawn lessons from.China, as another country that has established a socialist system, has, in light of its actual development, explored and practiced revolution, construction and reform, blazed a path of socialist development with Chinese characteristics and achieved great success in building socialism.In the future, the realization of China's goal of becoming a modern socialist country will not only establish scientific socialism on the basis of developed productive forces for the first time, but also become an important milestone in the history of the world socialist movement.

Abstract:As cultural diversity continues to advance, the existence of multicultural field is an objective reality.In the field of multi-culture, the traditional culture field, the mainstream culture field, the modern culture field and the foreign culture field are mutually interrelated, promoting and developing together.Therefore, to clarify the relationships among traditional culture, Marxism, modern culture and foreign culture is the premise and foundation of realizing the "creative transformation" and "innovative development" of the traditional culture and confirming confidence in the excellent traditional culture.However, regarding the relationships between traditional culture and the other three kinds of culture in a mechanical, static and one-sided way from the perspectives of cultural revivalism, cultural nihilism, and cultural centralism hinders the inheritance and promotion of excellent traditional culture, destroys the pattern of co-existence and co-prosperity in multi-cultural fields and influences the formation and establishment of confidence in the excellent traditional culture.Therefore, only by clarifying the three relationships concerning the development and innovation of traditional culture, correcting the ideological bias among them and resolving the divergences in the multicultural field, could the excellent traditional culture demonstrate value of the times and become the ideological source of confidence in socialistic culture with Chinese characteristics.

Abstract:By the analysis of the fourth-round discipline evaluation results and the educational resources of the seven key finance and economics universities of China, it is concluded that the overall level of discipline construction is not high, the discipline competitiveness gap between different universities is significant, and the imbalance of discipline development is obvious.It is suggested that the seven universities should purse a goal of small-but-excellent applied research universities with distinct financial and economics characteristics instead of comprehensive universities.According to the results of the fourth-round discipline evaluation, it is recommended that the following measures be taken by the seven universities.First, set up self-confidence and make clear position.Second, formulate development plan and carry out it strictly.Third, service the industry and train talents.Fourth, introduce and train high level teachers.Fifth, maintain the development characteristics.Last, have a wide world view and create world-class universities.
