      Abstract:A scientific educational evaluation system is directly related to the connotative development of higher education and the realization of the grand goals of educational evaluation reform in the new era. In October 2020, the Overall Plan for Deepening the Reform of Education Evaluation in the New Era issued by the Central Committee of the Communist Party of China and the State Council put forward new arrangements and new requirements for the reform of education evaluation in my country, emphasizing the reversal of the unscientific orientation of education evaluation, and resolutely overcoming the need for grades and promotion. It also proposed that by 2035, an education evaluation system that is full of the characteristics of the times, highlights Chinese characteristics, and reflects the world level will be basically formed. However, due to various internal and external reasons in education, the evaluation of higher education has problems such as only papers, projects, awards, professional titles, and hats to different degrees, which seriously restricts the healthy and orderly development of my countrys higher education. The 14th Five-Year Plan period is an important stage for my country to achieve high-quality education development, and it is also a critical period for implementing the reform measures of education evaluation in the new era. It is imperative to build a higher education evaluation system in the new era. Starting from the political, educating and social nature of education, around the fundamental issue of cultivating people for whom, who to train, and how to train people, an organic structure consisting of three dimensions of political standards, business standards and efficiency standards is constructed. The three-in-one higher education evaluation system is formed. The dimension of political standards is the key to the three-in-one higher education evaluation system, which determines the direction of education. It mainly includes four elements: the direction of school running, the ideological and political construction of courses, the quality of personnel training, and the construction of teaching staff. The dimension of business standards is the core of the three-in-one higher education evaluation system, which reflects the performance of the functions of higher education institutions, mainly including three elements: education and teaching, scientific research and social services. The benefit standard dimension is the foundation of the three-in-one higher education evaluation system, which reflects the social service effectiveness of colleges and universities, and mainly includes three elements: academic influence, economic influence and social influence. The three-in-one higher education evaluation system is an integration of concepts composed of many related elements. Each element forms an organic whole with specific functions, showing the characteristics of integrity, hierarchy and openness. The construction of the three-in-one higher education evaluation system will help to overcome the five-only stubborn malaise and lead institutions of higher learning to return to their essence; it will help to implement the fundamental task of morality and cultivating people, and guide the direction of colleges and universities; it will help to comprehensively Improve the quality of education and promote the connotative development of higher education.

      Abstract:Breaking the five-only evaluation is a new topic in the development of higher education in the new era, and it is also a new topic that higher education evaluation must face. It is not only a practical problem, but also a theoretical problem. The difficulty focuses on how to identify the five-only. The pain is that the logic of performatism behind the five-only cannot be completely broken, so its breakthrough can only be placed on the improvement of university governance system. Five only is not formed overnight. It is a complex product of long-term administrative centralism, managerialism, performationism, university ranking and centralized management. Its root lies in the conflict between academic logic and administrative logic, which results in the academic tournament under the influence of discipline evaluation and university ranking, and then the operation logic of research only appears in universities, which provides the growth soil for five-only. Governance measures can only start from reducing the evaluation lever, reducing the pressure of university evaluation and teachers academic pressure, and finally let the academic return to the true.

      Abstract:Double first-class construction is a major higher education strategy in China after the 985, 211 and other projects. Academic influence is an important basis for evaluating in double first-class construction, and it is of great practical significance to study the academic influence. By means of text mining techniques such as python and Gephi, this paper makes an in-depth exploration of the subject words related to academic and scientific research in double first-class policy documents. It is found that double first-class policy demands academic and scientific research in five aspects:academic organization construction, academic evaluation mechanism, academic frontier and innovation, interdisciplinary and industry-university-research, and international academic cooperation. Then, based on the cognition of university teachers on these five aspects, it is proposed to strengthen the cognition of university teachers on double first-class and academic influence, to construct academic organizations based on discipline and give full play to the academic role of academic organizations, and to strengthen international cooperation and enhance international academic reputation.

      Abstract:In the era of big data, the traditional university evaluation system is relatively lagging behind, and it fails to objectively reflect the specific dynamic results of tracking and evaluating universities and realize the intelligent service of the evaluation system. The paper takes the tracking evaluation of double first-class universities as the starting point, and explores the construction of the tracking evaluation platform of double first-class universities driven by big data. Firstly, it combs the research status and hot trends of world-class universities and first-class disciplines at home and abroad, as well as related research on big data-driven and tracking evaluation, and clarifies the overall characteristics of world-class universities, first-class disciplines and big data tracking evaluation. Secondly, on the basis of summarizing the current research status at home and abroad, the focus is on the construction of a tracking evaluation platform for double-class universities driven by big data. Finally, it analyzes the function and role of the double first-class university tracking evaluation platform in depth. This research provides important support for building a double first-class university tracking evaluation system driven by big data, and provides an objective basis for multiple evaluation judgments and scientific decision-making.

      Abstract:The construction of philosophy and social sciences with Chinese characteristics and Chinese style has always been the fundamental purpose of the prosperity and development of philosophy and social sciences in China. To promote the prosperity and development of philosophy and social sciences in colleges and universities, the scientific and effective evaluation of philosophy and social sciences research is indispensable. Adhering to the Party leadership, Two Acts orientation and Double Hundred policy is the fundamental guarantee for the prosperity and development of philosophy and social sciences. It is necessary for the prosperity and development of philosophy and social sciences to adhere to quality-oriented and innovation first. And it is also the requirement of the practice of philosophy and social sciences research evaluation to insist on scientific authority, openness, and transparency.       Abstract:As a governance tool, project system has been embedded in the field of higher education in China, and gradually solidified into a common means of university governance. Project system not only brings positive effects such as governance efficiency and governance effect, but also violates academic rationality and academic rules, resulting in certain contradictions between academic governance and project governance, including the contradiction between the certainty, accuracy, uncertainty and fuzziness of governance objectives, the specificity, fragmentation, flexibility and integrity of governance modes, and the contradiction between top-down and bottom-up of power operation. Thus, we should innovate the academic evaluation system and mechanism by strengthening the system construction, and promote the reform of project system. We should adjust and optimize the part of project governance that is not suitable for academic evaluation reform and that does not respect the law of academic development. Then we can not only give full play to the unique advantages and technical rationality of project governance, but also follow the internal logic and development law of academic governance and academic evaluation, so as to maintain a certain tension space between academic governance and project governance.
