Abstract:This article is based on a comprehensive and systematic interpretation of the important constitutional spirit contained in General Secretary Xi Jinping’s article Writing a New Chapter in the Practice of China’s Constitution in a New Era—Commemorating the 40th Anniversary of the Publication and Implementation of the Current Constitution. It will focus on the theoretical proposition of strengthening the construction of Chinese constitutional discipline system, academic system and discourse system as highlighted in General Secretary Xi Jinping’s article. From the triple dimension of discipline system, academic system and discourse system, through a careful and thoughtful analysis of how to improve the constitutional theory of socialism with Chinese characteristics and how to enhance the discourse of Chinese constitutional law in the international academic arena of constitutional law, it puts forward many targeted countermeasures and suggestions, which is an innovative academic attempt to organically combine Xi Jinping Thought on the Rule of Law with the academic philosophy of Chinese constitutional jurisprudence.

Abstract:The issue of the discourse power is closely related to the realization and maintenance of national interests, and is an important symbol of national soft power. Global governance is global multilateral governance with the participation of multiple subjects, and it is a typical collective action. Due to the characteristics of collectivism and public choice in global governance itself, soft power, with the discourse power as the main cultural symbol, is now included in the important goals of competition among nations. For a long time, some western countries have always dominated the global political landscape due to their accumulated discourse power advantages. How to confront the strong encirclement and suppression of western discourse hegemony, how to enhance the dissemination of Chinas voice in the international community, and how to show the world a more three-dimensional and real China are major problems that China urgently needs to solve. Since the 18th National Congress of the Communist Party of China, the comprehensive national strength and international status of China have been significantly improved. Correspondingly, both Chinas voice and stories on the international stage have also received more attention, and Chinas discourse power has achieved new breakthroughs. However, none of this means that the current status of Chinas discourse power has been matched with the comprehensive national strength. There is no denying the fact that, compared with western countries, Chinas discourse power is still in a weak position. In order to win the battle for the promotion of Chinas discourse power, based on the perspective of comparison and evaluation of discourse power, we should consider the connotation and logical relationship between global governance and Chinas discourse power from the perspectives of inheritance and continuation, international and domestic, so as to provide a theoretical basis and endogenous power for the research on Chinas discourse power. At present, China still faces many problems and challenges in disseminating Chinese voices, telling Chinese stories and providing Chinese solutions. The problems of being scolded and being speechless still exist, mainly including that Chinas discourse is suppressed by western discourse hegemony, anti-Marxist social ideology still exists, and that discourses slandering the socialist system are endless, etc. In response to these problems, accelerating the discourse power that matches Chinas comprehensive national strength has become a top priority from the perspective of global governance. Looking forward to the future, in the face of the risks and challenges, in order to allow other countries to accurately recognize the socialist system with Chinese characteristics, we should speak out on important occasions at home and abroad, and realize the transformation of Chinas role in global governance. Firstly, we should learn from experience and wisdom from Chinas governance concepts, institutional advantages, capabilities and practices so as to explore the ways of improving discourse power. Secondly, we should accurately grasp the general trend of development at home and abroad, and insist on transforming Chinas governance practice into discourse power. Thirdly, we should transform Chinese governance advantages into discourse power advantages. Fourthly, we should transform Chinese institutional confidence into discourse confidence. Lastly, we should transform our governance vision into world recognition. Thus, we will fully demonstrate Chinas governance achievements, and confidently participate in shaping global governance.

Abstract:As an important part of the realization of cultural power, academic discourse power is an important measure of its comprehensive national strength and cultural soft power, and it is highly valued by all countries in the world. The discourse power theory and cultural leadership theory successively put forward by developed countries in Europe and America, as well as the Western cultural hegemony theory, have been leading the development of the worlds discourse power. In recent years, there have been extensive discussions on topics such as lack of academic discourse power, construction of academic discourse system and strategies for enhancing academic discourse power. Academic discourse power is the key element in the construction of academic discourse system. As soft power, academic discourse power has an extremely far-reaching impact on social development and academic prosperity. Exploring the research status and enlightenment of international academic discourse power can help China build the theory, method and application system of scientific evaluation of academic discourse power. Therefore, this paper selects the relevant research results in the core collection database of Web of Science, conducts statistics and analysis on the country of international academic discourse power through Citespace, uses Vosviewer to analyze the hot topics of international academic discourse power literature, and then the bibliometric analysis method is used to comprehensively analyze and summarize the research progress of relevant research literature. The results show that the hot topics of international academic discourse research mainly focus on theoretical research on academic discourse and linguistics, cross-cultural, cross-language and interdisciplinary academic discourse research, the role of academic discourse in political discourse, identity recognition and socialization, and academic discourse evaluation and quantitative research. This paper comprehensively analyzes the impact of international academic discourse power on Chinas academic discourse power and its future development and proposes a realization path to improve Chinas academic discourse power. In practice, learning from domestic and foreign experience and theories can innovate the promotion mechanism of academic discourse power. Specifically, it includes:combining top-down national strategies with bottom-up promotion from all walks of life; constructing scientific and feasible classification and evaluation indicators for academic discourse power, and adopting differentiated policy support for academic discourse power in different fields; improving academic discourse content innovation, platform construction and dissemination efforts. In addition, in the era of big data and artificial intelligence, it is necessary to use its own strength to create a first-class all-media and multi-language academic communication platform, so that Chinese academic frontiers and academic discourse can be spread farther and wider on the international stage. Finally, academic masters can be managed and cultivated scientifically and be encouraged to participate in the setting of international academic issues.

Abstract:To improve the current academic environment, in recent years, the Chinese authorities have issued a series of policy documents on academic journal construction, academic evaluation, scientific research evaluation and talent evaluation. Open science development strategies and operational platforms have flourished around the world, and scientific communication models and scientific research paradigms have undergone changes and transformations as a result. In the open science environment, academic journals, as important carriers of academic communication and an important part of academic communities, play an increasingly important role in the construction of disciplinary systems, academic systems and discourse systems. Chinese academic journals are an important position for interpreting Chinese practice, constructing Chinese theories, promoting Chinese schools of thought, and competing for and enhancing China’s international academic discourse. Meanwhile, in the open science environment, the transformation of scientific exchange and research paradigm urgently needs diversified and open scientific evaluation. This paper aims to enrich and improve the evaluation theory and index system of the discourse power of academic journals with Chinese characteristics, boost the construction of academic journals and the reform of quantitative evaluation mechanisms, and provide a reference for promoting the international discourse power of Chinese academic journals. Based on the theory of evaluation science, discourse power theory and communication theory, this paper discusses the basic issues of the discourse power evaluation of academic journals, integrates multi-source heterogeneous data, and adopts correlation analysis and integrated factor analysis, entropy weight method, TOPSIS method and two-dimensional mapping method to conduct empirical research from the perspectives of multi-factor, multi-indicator, multi-method fusion, comparison and evaluation. It defines the academic discourse power and the discourse power of academic journals. It is proposed that the discourse power of academic journals is composed of discourse influence and discourse leading. Discourse influence is composed of discourse influence ability and discourse power, and discourse leading is composed of news discourse, social media discourse, peer review discourse, encyclopedia discourse, video discourse and policy discourse leading. This paper explores the formation process of the discourse power of academic journals, constructs the discourse power evaluation model of Chinese academic journals in English. The results show that the research on discourse power evaluation of academic journals based on the theory, method and application logic is practical, comprehensive and reliable. Chinese academic journals influence and lead the ideology, academic terminology and academic vane of academic research, while being highly Chinese style, Chinese manner and Chinese characteristics. Chinese academic journals should serve as important spokespersons for Chinese academic discourse and contribute to accelerating the construction of the three systems and enhancing China’s international academic discourse.

Abstract:In the critical period of the national rejuvenation strategy within the wider context of the once-in-a-century changes taking place in the world, China should not only further integrate itself into the international arena, but also contribute Chinese wisdom and Chinese solutions to global governance. Such practical needs promote the academic community to tell Chinese stories well and form an academic discourse system with Chinese characteristics, Chinese style and Chinese style. Constructing academic discourse system with Chinese characteristics is an urgent need to tell Chinese stories well, build Chinese independent knowledge system, enhance Chinese cultural confidence and enhance China’s international academic discourse power. As an important platform for publishing academic research results, academic journals are important subjects to promote the construction of academic discourse system with Chinese characteristics. Therefore, in the critical period of accelerating the construction of academic discourse system with Chinese characteristics, promoting the integrated development of academic journals and academic communities has become an important issue that cannot be ignored. Academic journals and academic communities have inherent coupling, that is, academic journals need to integrate into academic communities, and academic communities cannot be separated from academic journals platform. The integrated development of academic journals and academic communities has practical feasibility, which shows that academic journals can effectively promote the formation and development of academic communities, and academic communities can enhance the influence of academic journals. The heterogeneity of academic journals, the imbalanced distribution of academic resources, the excessive intervention of administrative power in academic business, and the difference of research interests of academic communities are the important factors that affect the integrated development. Therefore, to promote the integrated development of academic journals and academic communities, the relationship between different organizations should be integrated at the demand level to enhance the effective demand of subject groups. At the supply level, an academic platform based on the demand of academic discourse system with Chinese characteristics should be constructed. At the institutional level, the peer review system and the academic resources distribution system should be improved. At the technical level, the application of big data should be taken as the core means to improve the synergy between organizations.

Abstract:Academic discourse power is a kind of soft power, which mainly refers to the influence, judgment, guidance and application of academic discourse. The improvement of the discourse power of contemporary philosophy and social sciences has become a major issue in China. As an important part of philosophy and social sciences, Chinese law once had a glorious era of Chinese legal system. But with the decline of the Qing government, the globalization movement of western legal discourse, the western law moving eastward and other reasons of China’s late Qing Dynasty, the discourse system of Chinese legal system has disintegrated. Since then, even though Chinese legal discourse has not totally disappeared in the world, it has become a negative teaching material of legal modernization. Although the contemporary Chinese legal academic research has shown a fruitful and prosperous landscape, and the research on extraterritorial law has become a hot trend, it is still in the situation of speechlessness in the world. The reasons for the lack of discourse power of Chinese law in the world include: the lack of subject consciousness of Chinese legal discourse leads to the lack of self-confidence of Chinese legal academic research subjects and the almost total negation of Chinese ancient and modern laws; the repetitive production and lack of innovation of Chinese academic research lead to the low academic quality of Chinese legal discourse; the exchange and dialogue with foreign laws become one-way apprenticeship learning; the movement of globalization of western legal discourse is still going on, and its discourse power in the world is still dominant. However, significant progress has been made in the construction of Chinese law and the rule of law. It is necessary for Chinese academic discourse to reflect these progress and achievements and spread its voice internationally. The existence of the international discourse power of legal academic discourse is not directly related to the number and continuous repetitive production of legal research results, nor can it be obtained through the string puppet research of extra-territorial law. In order to suit the remedy to the case, the promotion of legal discourse power should find countermeasures according to the above reasons. Therefore, Chinese legal academic research must first reshape the subjectivity consciousness of Chinese legal discourse, so as to eliminate the discourse tendency of other alienation and self alienation. Secondly, when communicating with foreign laws, we should have confidence in the academic research of Chinese law in order to change the appearance of apprenticeship communication. Thirdly, innovative academic production should be carried out with an independent research attitude to solve the quality problem of academic discourse, so as to make China a producer rather than a consumer of legal academic discourse. Fourthly, Chinese academic research should attach great importance and pay close attention to the legal issues of the international community, break through the hegemonic barriers of extraterritorial legal discourse with high quality of China’s proposition, and promote the development of international legal cause. While the extraterritorial legal discourse is still dominant, China should take measures to actively promote its academic research to the world.

Abstract:After the Civil War, travel letters about western sketch emerged in major newspapers. Journalists, intellectuals and politicians participated in national reconstruction and cultural reshaping through the discourse of landscape, letters from the West served as a cultural vehicle of American identity in this sense. As a journalist for The Republican, Samuel Bowles joined two trips to the West hosted by federal officials in 1865 and 1868, his travel letters based on these trips were representative of the time and then collected into Our New West. Among them, the accounts of the Pacific Railroad, the Great Plains and Indian tribes provide an entry point for war-torn Americans to revisit and reimagine the Republic. First, Bowles takes the Pacific Railroad as a civilized bond to unite the states, and through the fracture consciousness of history triggered by railway modernity, he urges people to forget the past and look forward to the future. And then he presupposes a unified imperial landscape under American Manifest Destiny, aiming to pave a way for the new national identity. Second, the authors the image of the Great Plains changes from great desert to great pasture, and the myth of wilderness turned into a garden helps to arouse Americans desire to conquer the last frontier and thus the entire continent. The indivisibility of the Union is reaffirmed both in geographic space and cultural symbolism. Finally, the migrations and wanderings of Indian tribes in the West are treated as a particular cultural landscape to support the white supremacy and emphasize that Anglo-Americans naturally have sovereignty over the land of America. The racial hatred stirred by the exaggerated Indo-White conflict in the text, weakens the historical memory of the North-South divide on the one hand, and defines the national self while imagining the savage other on the other hand.The West is portrayed as a site of reconciliation between North and South, the epitome of acontinental empire, and the God-given Promised Land for the Puritans. In this way, the author builds a national vision, national identity and cultural community focusing on reunion. But such a New West conveys the intellectual order established by the conquerors (white settlers) and the victors (the Union or the North), the resulting nationalist discourse in the press appears to integrate conflicting localism and stimulate an identical Americanness, but in fact cannot heal the division. At the same time, the view of capitalist progress, hypothesis of land development and the hierarchy of civilizations that it promotes exacerbated social unrest during the era of reconstruction, revealing the inherent contradictions and the origins of secession crisis in Americas nation-building.

Abstract:In the perspective of discourse theory, the connotation of state governance in the new era should be based on the value core of peoples work led by the Communist Party of China. Rising from the file Investigation of Xing Guo in the period of revolutionary power building, the value is laid foundation during times of establishment of the PRC, which was described in the article of Peoples Letters Must Be Taken Seriously of. After the reform and opening up, peoples work was seen in the progress of rule of law, as Regulation of Visit and Letters was revised in 2005. The discourse has been totally founded after the fourth plenary session of the 19th Central Committee of the Communist Party of China, with the recognition of context and value of taking people as the basis. Therefore, the whole discourse can only be developed in balance of three paths, which are total system and fragment technology, tradition of mobilization and value of stability in reform, static policy and unknown risk, and those three paths can only be fixed by law, fairness and collaborative governance.
