    Under the special situation of transition in economy and rapid development, regulatory planning can hardly adapted to the urban construction.It is caused by rigescent teaching of regulatory planning in some extent.Therefore, reforming on the regulatory planning teaching is necessary.Based on the analysis of status and problems of regulatory planning teaching in some universities and colleges, the paper discussed the current situation and new social demands, with which regulatory planning is confronting, and put forward to set up a separate regulatory planning teaching course, resulting from the important status of regulatory planning in Chinese planning system.Establishing a teaching idea of combining public policy with engineering technology and optimizing the teaching content of regulatory planning are needed based on the characteristics of talents training in different colleges.Besides, the paper also elaborated that casestudy teaching and heuristic teaching are significant for the success of regulatory planning teaching.

    We investigated needs and attitudes of online mental health education for undergraduate students by using a questionnaire survey about online mental health education, and found that undergraduate students have strong needs and positive attitudes to the online mental health education.They would like to accept psychological tests, lectures and propaganda on line rather than in the traditional forms, and they think it is more effective.Male students have much more confidence on the network, and are more positive toward online psychological counseling.Both male and female students believe that online mental health education should be developed.

    We proposed three measures to promote the employment of undergraduate students, including that undergraduate students should improve the employability and competitiveness, colleges and universities should strengthen employment guidance and services, and the country should perfect employment.The first measure is the internal cause while other two are external causes.They restrict and interact with each other to raise the employment rate of undergraduate students.

    Abstract:
    Culture needs the carrier.The birth of cyberspace promotes cyberculture emerged.The cyberspace has many features such as collapse of time and space and resource sharing, which decide the cultural paradigm changing from the hub culture in the agricultural and industrial society to the multiculture in the cyberspace.During the paradigm shift process, the only concrete way of cultural integration is to publicize cultural commonalities of all cultures and finally form a common culture to resolve the cultural conflict.
